HomeMy WebLinkAbout1995-022-02/07/1995-ACTIVITY CENTER AIR QUALITY COMPREHENSIVE PLAN CONGESTION MANAGEMENT PLAN TRANSPORTATION WORK PLAN RESOLUTION 95-22 OF THE COUNCIL OF THE CITY OF FORT COLLINS ESTABLISHING CERTAIN TRANSPORTATION AND AIR QUALITY RELATED OBJECTIVES TO BE INCLUDED AS ELEMENTS IN THE WORK PLAN FOR THE CITY'S SCHEDULED EFFORTS TO UPDATE ITS COMPREHENSIVE PLAN WHEREAS, during the past year,the City staff, working with a citizens' focus group and a private consultant, as well as the community at large, has developed a proposed "Congestion Management Plan" for the purpose of developing actions that will enable the City to better address its transportation needs and goals in the future; and WHEREAS, the Congestion Management Plan that has been developed contains a recommendation that certain transportation and air quality related objectives be included as elements in the work plan for the City's scheduled efforts to update its Comprehensive Plan; and WHEREAS,the Council has determined that it is in the best interests of the citizens of the City that the update of the City's Comprehensive Plan include said transportation and air quality related objectives. NOW THEREFORE BE IT RESOLVED by the Council of the City of Fort Collins that the City's scheduled efforts to update its Comprehensive Plan shall include the following transportation and air quality related objectives: A. The City should examine the potential role that an "activity center" oriented growth pattern might play in helping to meet the City's transportation and air quality objectives. The City should: develop workable descriptions of activity centers specific to, and appropriate in, Fort Collins; determine what kinds of policies would be required to bring about such a land development and urban growth pattern; and develop a process for involving the public in a conversation about land use, transportation, and air quality relationships to begin building a community consensus on appropriate land use policies. B. The City should develop urban design guidelines that improve mobility and access for use with all large development projects and especially activity centers. C. The City should determine the best means and methods to implement urban design guidelines.
