HomeMy WebLinkAbout1995-021-02/07/1995-CONGESTION MANAGEMENT PLAN DEMAND MANAGEMENT PROGRAM REPORTING PROGRAM SYSTEM MONITORING TRANSPORTAT RESOLUTION 95-21 OF THE COUNCIL OF THE CITY OF FORT COLLINS ESTABLISHING A "TRANSPORTATION DEMAND MANAGEMENT PROGRAM" AND A "TRANSPORTATION SYSTEM MONITORING AND REPORTING PROGRAM" TO BE ADMINISTERED WITHIN THE TRANSPORTATION SERVICES AREA WHEREAS, during the past year,the City staff, working with a citizens' focus group and a private consultant, as well as the community at large, has developed a proposed "Congestion Management Plan" for the purpose of developing actions that will enable the City to better address its transportation needs and goals in the future; and WHEREAS, the Congestion Management Plan that has been developed contains recommendations that the City establish a"Transportation Demand Program" and a"Transportation System Monitoring and Reporting Program" which programs shall be administered within the Transportation Services Area; and WHEREAS, the North Front Range Transportation and Air Quality Planning Council has committed to develop and fund transportation demand management programs and transportation system monitoring programs in the north Front Range regions; and WHEREAS, the Goals and Objectives of the City establish as a priority that the City establish a Transportation Demand Management Program that increases the awareness and use of alternative modes; and WHEREAS,the Council has determined that it is in the best interests of the citizens of the City that said Transportation Demand Management Program and Transportation System Monitoring and Reporting Program be established. NOW THEREFORE BE IT RESOLVED by the Council of the City of Fort Collins that there be and hereby are established the following programs, as said programs are described below, and more particularly described in Chapter 8 of the Fort Collins Congestion Management Plan: A. A Transportation Demand Management Program designed to stabilize travel behavior trends so that daily vehicular trip making and vehicle miles traveled(VMT) per capita do not continue to increase. The Transportation Demand Management Program should initially focus on commute trips and should rely on cooperative efforts with employers. Program emphasis should be on: - parking reduction strategies for employers outside residential neighborhoods; - bicycle programs for employers in the core city; - a coordinated ridesharing program for all employers; - transit ridership incentives including an enhanced pass program; - marketing,training and technical assistance for all employers. The Transportation Demand Management Program should also focus on developing more aggressive community-wide vehicle trip reduction measures including incentives/disincentives programs, pricing strategies and measures targeted at all categories of trips. The program should subsequently focus upon trips other than commute trips. B. A Transportation System Monitoring and Reporting Program should be established and any existing systems should be integrated into a single such monitoring and reporting program to include the following: - biennial intersection/turning movements analysis; - computer model used to estimate VMT; - computer model used to estimate motor vehicle emissions; and - ambient air quality readings The Monitoring and Reporting Program should include biennial performance monitoring and diagnostic reporting that tracks progress in the objectives of air quality, travel behavior and traffic congestions; and should also monitor the underlying trends affecting travel behavior. The Transportation System Monitoring and Reporting Program should include the development of necessary standards for determining the City's economic health, which standards are directly related to the Transportation System and said program should include a biennial travel diary survey of City residents (and possibly local employees)to establish a routine reporting mechanism for travel behavior trends in order to provide diagnostic support for the Congestion Management System. The Transportation System Monitoring and Reporting Program shall also call for the reinstatement of continuous corridor traffic counts within the City if funds are appropriated thereforby the Council.
