OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING THE "TRANSPORTATION SECTION" OF THE
"GOALS AND OBJECTIVES" OF THE CITY'S COMPREHENSIVE PLAN
WHEREAS, during the past year,the City staff,working with a citizens' focus group and a
private consultant, as well as the community at large, has developed a proposed "Congestion
Management Plan" for the purpose of developing actions that will enable the City to better address
its transportation needs and goals in the future; and
WHEREAS, the Congestion Management Plan that has been developed contains
recommendations that the "Overall Transportation Plan" subsection and "Automobile/Truck Plan"
subsection of the "Transportation Section" of the "Goals and Objections" document of the City's
Comprehensive Plan be amended to read as shown on Exhibit"A," attached hereto and incorporated
herein by this reference.
NOW THEREFORE BE IT RESOLVED by the Council of the City of Fort Collins that
the"Overall Transportation Plan" subsection and "Automobile/Truck Plan" subsection of the
"Transportation Section" of the "Goals and Objectives" document of the City's Comprehensive Plan,
be, and hereby is, amended to read as shown on Exhibit "A".

EXHIBIT "A"
Overall Transportation Plan
Mission Statement:
The City of Fort Collins will provide an environmentally and economically sensitive
transportation system which promotes a balance between providing system capacity and managing
system demand.
Policies:
The Overall Transportation Plan will be based on the following policies:
I. The system will move people and goods safely and efficiently while maintaining
designated community standards for air quality, congestion, noise and other
appropriate standards.
2. The balance between increasing system capacity and managing system demand will
be achieved by maintaining an acceptable level of service and reducing the growth
rate of vehicle miles traveled.
3. Alternative modes of transportation will be provided and promoted.
4. Opportunities for public/private partnership will be fostered.
5. New and changing transportation technology and funding concepts will be integrated
into the Transportation Plan.
6. Develop transportation programs that will provide opportunities for informed choices
among transportation alternatives.
7. Ensure the Transportation Plan will be integrated with other adopted City plans, e.g.,
the City Comprehensive Plan, LDGS, all neighborhood plans, the Environmental
Management Plan, Airport Master Plan, and other plans as appropriate.
Prioritized Objectives:
Priority A:
• Adopt a Transportation Plan that integrates a Master Street Plan, Bicycle Plan,
Pedestrian Plan and Transit Development Plan.
• Emphasize safety throughout the Transportation Plan.
• Establish an aggressive community education/information program to support the
Transportation Plan.
• Hold the level of daily vehicle miles of travel per capita in the Fort Collins Urban
Growth Area to no more than the 1994 level.
• Reduce the rate of growth in daily vehicle miles of travel in the Fort Collins Urban
Growth Area to no more than the rate of population growth.
• Plan, design and build only those microscale transportation improvements
(intersection upgrades,roadway capacity projects less than a quarter-mile in length,
transit capital investments and bike/ped facilities) which:
- enhance safety and consider mobility for all modes; AND
- will not cause or accelerate changes in adjacent or nearby land uses (either by
degrading existing access or by introducing new access)which are inconsistent with
the City's land use objectives.
• Plan, design and build only those macroscale transportation improvements (new-
alignment roads and add-lanes projects over a quarter-mile long) as "strategic
capacity improvements" which:
are needed to provide significant new capacity to serve new development,
and to give priority to those locations while development is occurring in
accordance with the City's land use plans; AND
will improve multimodal access to existing activity centers; AND
will not impede or degrade transit, bicycle or pedestrian circulation within
existing or planned activity centers.
• Reevaluate the Master Street Plan and determine which roadway projects should,and
which should not, be completed based upon the findings of the Congestion
Management Plan.
• Establish a Transportation Demand Management Program that increases the
awareness and use of alternative modes.
• Enhance regional and community transportation planning cooperation among the
City, Larimer County, State of Colorado, Colorado State University, Poudre R-1
School District, as well as other major community employers and organizers.
Priority B:
• Provide neighborhood street systems that promote neighborhood integrity.
• Periodically review the key elements of the Transportation Plan to determine
progress in achieving the objectives. Revise key elements as needed.
Priority C:
• Minimize the impact of railroad operations throughout the City's transportation
system.
Automobile/Truck Plan
Mission Statement:
The City of Fort Collins will provide an Automobile/Truck Plan to reduce congestion,
promote safety and discourage the growth of single-occupant vehicle miles traveled (VMT) within
the environmentally acceptable standards.
Policies:
The Automobile/Truck Plan will be based on the following policies:
1. The existing system will be operated to maximum efficiency by reducing the growth rate of
VMT with a continued effort to improve traffic flow.
2. New transportation facilities will be designed to incorporate alterative mode use and
minimize environmental impacts.
3. Safety shall be paramount for system design and operation.
Prioritized Objectives:
Priority A:
• Level of Service (LOS) objectives for the roadway system should be defined in a
manner that differentiates between the type of urban development being served.
Standards for vehicular circulation within densely developed areas such as the core
city and other activity centers should be set to favor access over mobility. Standards
for arterial routes to suburban areas and for through routes should be set to reflect the
impart-dni-vofuommunity-wide inability.
• Develop service criteria for all modes including transit, bicycle travel and pedestrian
travel. These service criteria should become part of the reporting and monitoring
system and should be given equal status with the refined roadway LOS standard in
developing the City's capital plans and in determining how to target the demand
management programs.
• Integrate the three policies identified in the Automobile/Truck Plan Mission
Statement into the LDGS review process.
• Update the Master Street Plan based on the policies and objectives in the
Transportation Plan.
• Ensure that total vehicle emissions meet Fort Collins' air quality standards.
Priority B:
• Establish an appropriate VMT growth rate target that will promote continuous
improvement in reducing the impact of VMT growth on the transportation system.
• Develop a truck route and other truck programs to reduce neighborhood impact,
street maintenance cost, and potential safety problems.
• Coordinate the planning and implementation of street and highway facilities using
the Master Street Plan with Larimer County and the State Highway Department.
• Develop plans, implementation options, and educational programs for alternative fuel
use and higher efficiency vehicles.
