OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE CITY MANAGER TO PURCHASE PROPERTY
FOR THE EXPANSION OF THE CROSSROADS SAFEHOUSE
FOR BATTERED WOMEN AND CHILDREN
WHEREAS, on June 18, 1985 the Council of the City of Fort Collins
passed Resolution 85-105 which allocated Sixteen Thousand Dollars ($16,000)
in Community Development Block Grant Entitlement Funds for the expansion of
the Crossroads Safehouse for Battered Women and Children facility; and
WHEREAS, Fifty Thousand Dollars ($50,000) of Community Development
Block Grant Contingency Funds and Nineteen Thousand Dollars ($19,000) of
reprogrammed Community Development "Jobs Bill " Funds were added to CDBG
Entitlement Funds for the expansion of the Crossroads Safehouse facility;
and
WHEREAS, approximately $50,000 of improvements are necessary to meet
Uniform Building Code standards and change the occupancy rating from that
of a single-family category to a group home category; and
WHEREAS, $50,000 can be made available from the CDBG Emergency
Rehabilitation fund to cover the renovation costs; and
WHEREAS, the expansion of the Crossroads Safehouse facility is
necessary due to increased demands for services; and
WHEREAS, City staff members and Crossroads Safehouse personnel have
located a suitable site with a negotiated purchase price of Eighty-Five
Thousand Dollars ($85,000) ; and
WHEREAS, the City of Fort Collins would use the allocated Community
Development Block Grant Funds to purchase the property and would then lease
it back to Crossroads Safehouse for One Dollar ($1.00) per year and other
valuable consideration; and
WHEREAS, it is in the best interests of the citizens of the City of
Fort Collins that the Crossroads Safehouse continue to provide care
facilities for battered women and their children.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS AS FOLLOWS:
1. The City Manager is hereby authorized to enter into an agreement for
the purchase of property for an amount not to exceed Eighty- Five Thousand
Dollars ($85,000) to be leased to the Crossroads Safehouse facility.
2. The City Manager is hereby authorized to commission renovation of
said property for an amount not to exceed Fifty Thousand Dollars ($50,000) .
Passed and adopted at a regular meeting of the City Council held this
15th day of April , A.D. 1986.
