HomeMy WebLinkAbout1986-034-02/18/1986-AREA CACHE LA POUDRE RIVER ENDORSING SENATE BILL 1819 POTENTIAL NATIONAL RECREATION WILD AND SCENIC RESOLUTION 86- 34 OF THE COUNCIL OF THE CITY OF FORT COLLINS ENDORSING SENATE BILL 1819 DESIGNATING PORTIONS OF THE CACHE LA POUDRE RIVER AS WILD AND SCENIC AND APPROVING OTHER PORTIONS FOR STUDY FOR POTENTIAL DESIGNATION AS A NATIONAL RECREATION AREA WHEREAS, on November 1, 1983, the City Council adopted Resolution 83-189 which supports possible designation of portions of the Cache La Poudre River as wild and scenic; and WHEREAS, on November 18, 1983, the City Council agreed to appoint a representative member to the Advisory Panel to Congressman Brown on the Poudre River Wild and Scenic River Designation to consider various designation options; and WHEREAS, on April 3, 1984, the City Council passed Resolution 84-65 endorsing portions of the Poudre River as wild, scenic, or recreational ; and WHEREAS, in May of 1984, then Mayor Horak testified before a Congressional Subcommittee on Public Land and National Parks hearing on H.R. 5185 in support of designating sections of the Cache La Poudre River as wild, scenic, or recreational ; and WHEREAS, on September 19, 1985, Mayor Rutstein testified at a U.S. Congressional Hearing in support of H.R. 566 which authorized a study of a segment of the Poudre River for possible designation as a National Recreation Area; and WHEREAS, on October 22, 1985, the City Council adopted Resolution 85-197 endorsing H.R. 3547 which was introduced by Congressman Hank Brown and which would designate 75 miles of the Poudre River as a Wild and Recreational River and 18.5 miles of the River for study for potential designation as a National Recreational Area; and WHEREAS, H.R. 3547 leaves the segment of the South Fork of the Poudre River from a point in Section 1, Township 7 North, Range 73 West of the 6th P.M. at elevation 8050 feet above sea level to the easterly section line of Section 30, Township 8 North, Range 72 West to the 6th P.M. undesignated under the Wild and Scenic Act for the purpose of allowing the City of Fort Collins to construct a water storage reservoir known as the Rockwell Reservoir for which the City has a conditional water storage decree; and WHEREAS, Senate Bill 1819 has been introduced, a portion of which replicates H.R. 3547; and WHEREAS, the City Council feels that it is in the best interests of the citizens of Fort Collins to continue support of H.R. 3547 and its designation of portions of the Cache La Poudre River as wild and scenic through an endorsement of S.B. 1819. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City Council endorses and urges passage of Senate Bill 1819 designating portions of the Poudre River as wild and scenic and approving other portions for study for potential designation as a National Recreational Area.
