HomeMy WebLinkAbout1986-021-02/04/1986-HARMONY TRUNK SEWER SID 60 PROPERTY OWNERS PETITION SID RESOLUTION 86- 21 OF THE COUNCIL OF THE CITY OF FORT COLLINS ACCEPTING THE PETITIONS OF PROPERTY OWNERS REGARDING THE INITIATION OF A SPECIAL IMPROVEMENT DISTRICT, STATING THE NEED FOR, THE NATURE OF, AND THE LOCATION OF THE IMPROVEMENTS TO BE MADE, DESCRIBING THE AREA TO BE ASSESSED FOR THE SAME, AND DIRECTING THE DIRECTOR OF PUBLIC WORKS TO PREPARE AND PRESENT TO• THE CITY COUNCIL THE NECESSARY INFORMA- TION FOR THE FORMATION OF SAID DISTRICT. WHEREAS, the Council of the City of Fort Collins, Colorado ( the "Council" ) , has received Petitions from affected property owners in the area (the "Petitioners" ) of the proposed Harmony Trunk Sewer Special Improvement District No . 60 ( the "District" ) requesting that said Council initiate proceedings for the creation of the District for the purpose of acquiring, constructing, and installing a sanitary sewer trunk line improvement in the City of Fort Collins , Colorado ( the "City" ) ; and WHEREAS, the Council has received the Petitions, accepts the same, and desires to proceed with the formation of the District. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS: Section 1 . That the Petitions, as submitted by the Petitioners requesting the formation of the District , are hereby received and accepted. Section 2. That the improvements to be constructed will consist generally of a sanitary sewer trunk line ranging from ten ( 10) to thirty ( 30) inches in diameter together with manholes , highway and railroad cased bores and other necessary appurtenances. Such improvements are needed in order to provide adequate sewer utility service to properties within the District. Section 3. That it is hereby recognized that the sanitary sewer improvements as hereinafter designated, will confer special benefits on the real property in the District and general benefits to the City at large . Section 4. That the nature and location of the improvements to be made in the District are as set forth on Exhibit "A" attached hereto and by this reference incorporated herein. Section 5. That the Director of Public Works is hereby directed to prepare and present to the Council the following: a. Preliminary plans and specifications of the improvements described herein; and b . An estimate of the probable total cost of such improvements, including the cost of planning, constructing, or otherwise acquiring the same; engineering, legal and advertising costs; interest during construction and until assessments are made by ordinance against the properties benefited, and other inci- dental costs incurred in the District; and C . A map of the District to be assessed for the cost of the improvements. Section 6. That the area to be assessed for the District improvements described on Exhibit "A" hereto shall be as set forth in the Petitions heretofore submitted by Petitioners and on file with the City Clerk. Section 7. That the District shall be known as the Harmony Trunk Sewer Special Improvement District No . 60. Passed and adopted at a regular meeting of the City Council held this 4th day of February 1986. / i!/nA _ eIz 4 zw Ma or ATTEST: CityClerk'- EXHIBIT A Nature and Location of District Improvements The improvements to be constructed will consist of a sanitary sewer trunk line ranging from ten ( 10) to thirty ( 30) inches in diameter from the North half of Harmony Road at its intersection with County Road No . 9 thence running Southwesterly a distance of approximately 16,481 feet to its upper terminus, together with manholes , highway and railroad cased bores and other necessary appurtenances as more particularly described in the Plans, Specifications and Engineering Report for the District on file with the City Clerk.
