OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE CITY MANAGER TO ENTER INTO A
PROFESSIONAL SERVICES AGREEMENT WITH
ROSS CONSULTING GROUP TEAM TO PREPARE A
MARKET/ECONOMIC ANALYSIS AND PROVIDE PLANNING ASSISTANCE
FOR THE DOWNTOWN PLAN
WHEREAS, over the past ten years the City of Fort Collins has
taken steps to plan for the future of the City's Downtown Area as a
center for business and civic activity; and
WHEREAS, it is now necessary to develop a Downtown Plan to serve
as the basis for future decisions affecting this area; and
WHEREAS, the Downtown Plan will be initiated by a complete market
analysis to realistically assess the area and its potential for
additional uses and/or markets; and
WHEREAS, the City's Purchasing Department released Request for
Proposals ( RFP #P- 159) to solicit consultants to prepare a
"market/economic analysis" and to provide planning assistance in the
development of the Downtown Plan; and
WHEREAS, eleven consultants responded and through the interview
and review process, Ross Consulting Group Team of Denver was selected
as the firm best qualified for the contract; and
WHEREAS, Ross Consulting Group Team will perform the work
outlined in the proposal for a cost not to exceed Thirty Thousand
Dollars ($30,000. ) plus Forty-Five Hundred Dollars ($4,500. ) in
reimbursable expenses; and
WHEREAS, monies are budgeted and available for this contract; and
WHEREAS, pursuant to Section 2-66 of the Code of the City of Fort
Collins, no professional services agreement in excess of Twenty
Thousand Dollars ($20,000. ) shall be entered into until approved by
the City Council in an open Council meeting.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City Manager be, and he hereby is, authorized to
enter into a professional services agreement with Ross Consulting
Group Team for a "market/economic analysis" and planning assistance in
the development of a plan for downtown Fort Collins, said services to
be performed by Ross Consulting Group Team for a sum not to exceed
Thirty Thousand Dollars ($30,000. ) plus reimbursable expenses not to
exceed Forty-Five Hundred Dollars ($4,500. ) .
Passed and adopted at a regular meeting of the Council of the
City of Fort Collins held this 4th day of November, A.D.
