OF THE COUNCIL OF THE CITY OF FORT COLLINS
ENCOURAGING THE CONGRESS OF THE UNITED STATES
TO PRESERVE PREFERENCE AND COST-BASED PRICING
IN THE SALE AND MARKETING OF FEDERAL HYDROELECTRIC POWER
WHEREAS, recent attacks on the federal power program are attempting to
arbitrarily boost federal power rates to unfair, artificially high levels
by such means as charging higher interest rates for federal hydro projects;
selling federal power at whatever rates the traffic would generate; and, by
"privatizing" (selling) federal power projects; and
WHEREAS, the sale of federal power projects would place in jeopardy the
power supply for hundreds of consumer-owned utilities across the nation,
including Fort Collins; and
WHEREAS, the federal power program is a successful government
enterprise which satisfies a significant portion of the nation's energy
requirements; plays a vital role in economic development and community
development; and is a dependable source of revenue to the Treasury; and
WHEREAS, power is the "paying partner" at many of the nation 's
multi-purpose dam projects -- projects that provide a number of public
benefits, including flood control , navigation, recreation, irrigation and
municipal and industrial water supply which benefits pay in excess of 100%
of the power component costs of these projects which excess includes a
portion of the irrigation costs, salinity control and fish and wildlife
mitigation; and
WHEREAS , federal power marketing policy allows non-profit ,
consumer-owned utilities to have first purchase rights to federal
hydropower thereby ensuring diversity and competition in the electric
industry by supplying local , consumer-owned utilities with a reliable
source of power; and
WHEREAS, these policies have served the nation and American consumers
well for most of the past century and it is in the public interest that
they be preserved.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the members of the United States Congress be, and they hereby
are, urged to oppose the sale of federal power projects and to continue to
support current cost-based pricing and power marketing policies which have
governed the sale of electric power from federal hydro projects for decades
in the best interest of millions of urban and rural customers, including
the residents of the City of Fort Collins, Colorado.
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 4th day of February, A.D. 1986.
