OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT FUNDING
INCREASE APPROVAL LETTER WITH THE COLORADO
DEPARTMENT OF TRANSPORTATION FOR THE
CONSTRUCTION OF THE NORTH COLLEGE AVENUE
CORRIDOR IMPROVEMENTS, PHASE I
WHEREAS, the 'Building Community Choices" 1/4 cent sales tax (BCC) approved in the
April 8, 1997 election provides funding for,among other things,the first phase of the North College
Avenue Improvement Project (the "Project"); and
WHEREAS,the first phase of the Project includes the portion of North College Avenue from
the Jefferson Street/Maple Street intersection to Vine Drive and has been developed in accordance
with the North College Avenue/US 287 Access Management Plan; and
WHEREAS,pursuant to the Transportation Equity Act of the 21st Century of 1998,certain
funds have been allocated for highway projects, under the Surface Transportation Program (STP)
program, that have been proposed by the Colorado Department of Transportation (CDOT) and
approved by the Federal Highway Administration; and
WHEREAS, by Resolution 2002-023 the City Council authorized the execution of a
Congestion Mitigation and Air Quality("CMAQ")contract with CDOT for the purpose of providing
funding for the bicycle/pedestrian improvements in the first phase of the Project, the total cost of
which additional improvements was estimated to be $177,000, to be funded with federal
participating funds in the amount of$142,270 and with City participating funds in the amount of
$34,730; and
WHEREAS,CDOT later presented to the City for execution an additional CMAQ contract
funding increase approval letter for the purpose of providing additional funding for the first phase
of the design and construction of the Project, in the amount of$278,000; and
WHEREAS, CDOT has now presented to the City for execution an additional contract
funding increase approval letter for the purpose of providing additional STP funding for the Project;
and
WHEREAS, the amount of additional funding to be made available to the City through the
foregoing STP grant is $200,143, which amount will be conditioned upon the City providing
matching funds in the amount of$48,857; and
WHEREAS, the Council has determined that it is in the best interests of the City that the
proposed STP contract funding increase approval letter as described above be entered into between
the City and CDOT.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Mayor is hereby authorized to execute a STP contract funding increase approval
letter between the City and the Colorado Department of Transportation for the purpose of providing
additional funding for the improvements in the first phase of the North College Avenue Corridor
Improvement project, with said contract to provide federal participating STP funds in the sum of
TWO HUNDRED THOUSAND ONE HUNDRED FORTY THREE DOLLARS ($200,143) and
City participating funds in the sum of FORTY EIGHT THOUSAND EIGHT HUNDRED FIFTY
SEVEN DOLLARS($48,857)fora total amount of TWO HUNDRED FORTY NINE THOUSAND
DOLLARS ($249,000).
