RESOLUTION 87-14
OF THE COUNCIL OF THE CITY OF FORT COLLINS
URGING THE PRESIDENT OF THE UNITED STATES
TO IMMEDIATELY HALT NUCLEAR WEAPONS TESTING AS A
FIRST STEP TOWARD REVERSING AND ENDING THE ARMS RACE
WHEREAS, a nuclear war would result in death, injury and sease on a
scale unprecedented in human history; and
WHEREAS, spending for the arms race is contributing record budget
deficits that threaten our nation's economic security while programs
providing essential assistance to communities througho the country are
being cut back; and
WHEREAS, a ban on nuclear testing would promo the security of the
United States by constraining new developments in a U.S./Soviet nuclear
arms competition and by strengthening efforts t prevent the spread of
nuclear weapons to non-nuclear countries; and
WHEREAS, a ban on nuclear testing woul be a concrete and easily
achievable first step toward a complete alt and deep reductions of
ever-expanding nuclear arsenals; and
WHEREAS, a ban on nuclear testing ca be verified with high confidence
by a world-wide network of seismi monitors, satellites and other
verification technology operated by th United States and other nations.
NOW, THEREFORE, BE IT RESOLVE BY THE COUNCIL OF THE CITY OF FORT
COLLINS:
Section 1 . That the Counc' urges the President of the United States
to immediately join the Soviet Union in a mutual and verifiable suspension
of testing as a first step to rd reversing the arms race.
Section 2. That the ouncil also urges the members of the Colorado
Congressional delegation to support legislation that would enact a
moratorium on nuclear t sting, to be continued as long as the Soviets do
not test.
Section 3. Th the Clerk of the City of Fort Collins shall transmit
copies of this re olution to the President of the United States and to
members of the Co orado Congressional delegation.
