HomeMy WebLinkAbout1987-130-10/06/1987-ADVISORY COMMITTEES CAPITAL IMPROVEMENTS CHOICES 95 CREATING RESOLUTION 87-130 OF THE COUNCIL OF THE CITY OF FORT COLLINS CREATING THE "CHOICES 95" CAPITAL IMPROVEMENTS ADVISORY COMMITTEES WHEREAS, the Council of the City of Fort Collins has received the proposed "CHOICES 95" Plan for capital improvements as a means to develop a Capital Improvement Plan, which plan shall commence with the expiration of the dedicated sales and use tax increments in 1989, and shall terminate on December 31, 1995; and WHEREAS, the Council has determined that the "CHOICES 95" Project should be driven by citizen involvement with professional support from the City staff; and WHEREAS, although the Council has the final responsibility to prepare a capital improvement program for the City, the Council believes that a diverse and broad-based panel of citizens from the community can be an effective means to gather and report to the Council the concerns of the community and to advise the Council on important capital needs of the City; and WHEREAS, the "CHOICES 95" Project shall involve the creation of an Executive Committee and four Subcommittees, with composition and purposes as hereinafter set forth. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS, COLORADO, that the "CHOICES 95" Project for development of a plan for capital improvements be established, and that, in accordance therewith, the following Committee and Subcommittees be created by appointment by the City Council of citizens who have expressed an interest to serve thereon, as follows: 1 . There is hereby created the "CHOICES 95" Executive Committee, to be composed of nine (9) members, four (4) of which shall be the Chairpersons of the Subcommittees as hereinafter created, and five (5) of which shall be appointed by the Council . The Executive Committee shall guide and oversee the "CHOICES 95" project and consolidate the recommendations of the Subcommittees. The Executive Committee shall be charged with reviewing and determining the plans for financing capital improvements, soliciting citizen preferences on the mix of project categories, reviewing the recommended priorities of the Subcommittees, and formulating a final recommendation for the Council with respect to the "CHOICES 95" plan for capital improvements . In developing its recommendation, the Committee shall take into consideration the service priorities identified by Council in the development of the City Service Plan. The Chairperson of the Executive Committee shall be selected by the Council . The City Manager shall appoint a staff person to provide professional technical assistance to the Executive Committee. 2. There is hereby created a Street and Transportation Subcommittee, which shall be composed of nine (9) members, which Subcommittee shall be responsible for reviewing and prioritizing projects related to the City's transportation system. Such projects shall include, without limitation, new street construction, street reconstruction, intersection improvements, street widening, signal construction and other projects of a similar nature. The Subcommittee shall develop a prioritized list of capital improvement projects for its project category, said list to be submitted to the Executive Committee for consideration in developing the final recommendation to City Council . In developing its recommendation, the Subcommittee shall take into consideration the service priorities identified by Council in the development of the City Service Plan. The Subcommittee shall select a Chairperson from among its members. The City Manager shall appoint a staff representative to provide professional and technical assistance to the Subcommittee. 3. There is hereby created a Parks and Open Space Subcommittee, which shall be composed of nine (9) members, which Subcommittee shall be responsible for reviewing projects related to the City's recreation system. Such projects shall include, without limitation, community parks, recreation facilities, trails, open space and greenbelt acquisition/ development. The Subcommittee shall develop a prioritized list of capital improvement projects for its project category, said list to be submitted to the Executive Committee for consideration in developing the final recommendation to City Council . In developing its recommendation, the Subcommittee shall take into consideration the service priorities identified by Council in the development of the City Service Plan. The Subcommittee shall select a Chairperson from among its members. The City Manager shall appoint a staff representative to provide professional and technical assistance to the Subcommittee. 4. There is hereby created a Library and Cultural Facilities Subcommittee, which shall be composed of nine (9) members, which Subcommittee shall be responsible for reviewing improvements related to the City's library and cultural facilities. Such projects shall include, without limitation, improvements to the library, museum, Lincoln Center and any new facilities which may be proposed which may fall appropriately within the responsibility of the Library Department or the Department of Cultural Services and Facilities. The Subcommittee shall develop a prioritized list of capital improvement projects for its project category, said list to be submitted to the Executive Committee for consideration in developing the final recommendation to City Council . In developing its recommendation, the Subcommittee shall take into consideration the service priorities identified by Council in the development of the City Service Plan. The Subcommittee shall select a Chairperson from among its members. The City Manager shall appoint a staff representative to provide professional and technical assistance to the Subcommittee. 5. There is hereby created a Public Facilities Subcommittee, which shall be composed of nine (9) members, which Subcommittee shall be responsible for reviewing projects related to the City's general public facilities which do not fall within the responsibility of any of the foregoing Subcommittees. The Public Facilities Committee shall be responsible for reviewing improvements related, without limitation, to office space construction, public safety facilities, warehouse and vehicle storage space facilities and other capital projects of a similar nature for the purpose of providing the City's general services. The Subcommittee shall develop a prioritized list of capital improvement projects for its Project category, said list to be submitted to the Executive Committee for consideration in developing the final recommendation to City Council . In developing its recommendation, the Subcommittee shall take into consideration the service priorities identified by Council in the development of the City Service Plan. The Subcommittee shall select a Chairperson from among its members. The City Manager shall appoint a staff representative to provide professional and technical assistance to the Subcommittee. BE IT FURTHER RESOLVED that the foregoing Executive Committee and Subcommittees shall serve for a limited period and shall be dissolved on December 31, 1989, unless sooner discharged by the City Council , or extended beyond said date by the City Council . BE IT FURTHER RESOLVED that the aforesaid Executive Committee and Subcommittees shall perform the services specifically assigned to them as hereinbefore stated, and shall , in addition thereto, gather comment and opinion from their respective members and the public in general on the capital improvement needs of the community within their assigned areas of responsibility, and the potential methods of financing those improvements, and shall report, through the Executive Committee, to the Council on all comments and opinions received, and may make advisory recommendations to the Council . The Council may choose to adopt or not to adopt any of the respective Committee's or Subcommittees' recommendations in formulating a final capital improvements program. Passed and adopted at a regular meeting of the Council of the City of Fort Collins held this 6th day of October, A.D. 1987. ATTEST: City Clerk
