OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE EXPENDITURE OF SUCH FUNDS AS
ARE REASONABLE AND PRUDENT TO ACCOMPLISH THE
DISSEMINATION OF INFORMATION RELATIVE TO
THE PROPOSED AMENDMENTS TO THE CHARTER
OF THE CITY OF FORT COLLINS
WHEREAS, on December 16, 1986, Ordinances No. 197, 198, 199, 200, 201,
202, 203, and 204 were adopted by the Council on second reading; and
WHEREAS, the above-named ordinances submit eight (8) proposed Charter
amendments to a vote of the registered electors of the City of Fort
Collins; and
WHEREAS, the Colorado Campaign Reform Act provides that state
political subdivisions may make contributions or contributions in kind in
campaigns involving issues in which they have official concern; and
WHEREAS, contributions or contributions in kind have previously been
defined to include the dissemination of objective and factual information;
and
WHEREAS, the City Council and City staff are desirous of complying
with the letter and the spirit of that law; and ,
WHEREAS, it is anticipated that the City of Fort Collins will be
required to disseminate information regarding Ordinances No. 197, 198,
199, 200, 201 , 202, 203, and 204; and
WHEREAS, these Ordinances and the proposed amendments to the City
Charter are matters in which the City has official concern; and
WHEREAS, the Council of the City of Fort Collins wishes to authorize
the expenditure of funds as may be necessary to effectuate the
dissemination of said information.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Council hereby authorizes the dissemination of information
concerning the proposed amendments to the Charter of the City of Fort
Collins which have been placed before the registered voters of the City at
the general City election to be conducted on March 3, 1987, and the
expenditure of such staff time and resources not to exceed the sum of Nine
Hundred Ninety-Nine Dollars ($999) to provide objective_ factual information
pertaining to the same.
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 20th day of January, A.D. 1987.
