OF THE COUNCIL OF THE CITY OF FORT COLLINS
CREATING THE ECONOMIC OPPORTUNITY ADVISORY COMMITTEE
WHEREAS, the City of Fort Collins has a vital interest in the economic
health of the community; and
WHEREAS, the City has established an Economic Development Reserve
Account in the General Fund, funded by the fees charged on Industrial
Development Revenue Bonds issued since 1982; and
WHEREAS, a citizens' advisory group, the Task Force on Economic
Development did, in July, 1986, make certain recommendations to the City
Council to expand and enhance economic opportunities, to improve the
community's economic health, and to strive to share the benefits of
economic development more fully with all segments of the population; and
WHEREAS, additional comments have been offered by the Commission on
the Status of Women, and by an informal coalition of human service groups,
and by many individuals in the community; and
WHEREAS, there is increasing awareness of the needs of the unemployed
and the underemployed in the community; and
WHEREAS, the Council , by Resolution 87-49, adopted March 17, 1987, has
adopted goals and policies related to economic development, which goals and
policies include the specific goal to "encourage and promote training,
retraining and personal support services to assist in securing meaningful
employment; and
WHEREAS, the Council , by Ordinance No. 52, 1987, did appropriate funds
in the sum of $210,000 for Economic Opportunities, $110,000 of which is
available and may be utilized for the purposes as hereinafter recited; and
WHEREAS, the Council has determined that it is in the best interests
of the City that the City enter into a contract with the Fort Collins
Foundation (Foundation), whereby the Foundation would provide services to
administer the funds as deposited in the Economic Opportunities account;
and
WHEREAS, as a part of the services to be provided by the Foundation,
the Council has determined that it is in the best interests of the City
that an advisory committee, to be known as the Economic Opportunity
Advisory Committee, should be established to cooperate with the Foundation
in seeking and reviewing proposals and activities consistent with the
program objectives and to supervise the expenditure of City-appropriated
funds by the Foundation.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1 . That there is hereby created and established an Economic
Opportunity Advisory Committee, which Committee shall be composed of nine
(9) members, including representatives of the Fort Collins business
community, community service agencies in the City, and the unemployed and
underemployed persons residing within the City.
Section 2. That the City Manager be, and he hereby is, authorized to
solicit applications for membership on the Economic Opportunity Advisory
Committee, and shall present such applications to the Council for selection
of the members of the Committee.
Section 3. That the general purpose of the Committee shall be to, in
cooperation with the Foundation, recommend approaches to stimulate and
promote economic opportunities for the unemployed and underemployed
residing within the City, promote activities that will enhance employment
and economic opportunities for said persons, and to cooperate with the
Foundation in seeking, reviewing and approving proposals that would enhance
employment and economic opportunities for said persons.
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 1st day of September, 1987.
