HomeMy WebLinkAbout1987-107-08/04/1987-APPLICATION DEPARTMENT OF TRANSPORTATION GRANT URBAN MASS TRANSPORTATION ACT RESOLUTION 87-106 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH BRAMHALL & ASSOCIATES FOR THE PREPARATION OF THE WEST SIDE NEIGHBORHOOD PLAN WHEREAS, in July, 1986, the City Council allocated Thirty Thousand Dollars ($30,000) of FY 1986-87 Community Development Block Grant funds for the purpose of obtaining professional assistance in the preparation of the West Side Neighborhood Plan; and WHEREAS, in March, 1987, the City issued a Request for Proposals to solicit qualified professional assistance for the development of such Plan; and WHEREAS, eight (8) proposals were received and reviewed by the City's selection committee; and WHEREAS, the selection committee has recommended Bramhall & Associates, Denver, Colorado, as the professional to be selected for the preparation of the West Side Neighborhood Plan; and WHEREAS, Bramhall & Associates has proposed to prepare the Plan for a sum not to exceed Thirty Thousand Dollars ($30,000) ; and WHEREAS, in consideration of the aforesaid sum, Bramhall & Associates has agreed to perform the tasks, without limitation, generally described as follows: ■ General description of the West Side Neighborhood ■ Review of population and socio-economic characteristics ■ Review of existing land use ■ Review of future land use directions ■ Review of residential development characteristics ■ Examination of economic development issues and commercial areas ■ Collection of data concerning traffic circulation and parking ■ Identification of public facilities and utilities ■ Examination of private community facility enhancements ■ Examination of parks, recreation and open space enhancements ■ Examination of issues pertaining to historic preservation and architectural inventory ■ Incorporation of urban design criteria into the Plan ■ Incorporation of meaningful citizen participation into the Plan; and WHEREAS, pursuant to Section 2-66 of the Code of the City of Fort Collins, no professional services agreement in excess of Twenty Thousand Dollars ($20,000) shall be entered into until approved by the City Council in an open Council meeting. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City Manager be, and he hereby is, authorized to enter into a Professional Services Agreement with Bramhall & Associates for the preparation of the West Side Neighborhood Plan, said services to be performed by Bramhall & Associates for a sum not to exceed Thirty Thousand Dollars ($30,000) .
