OF THE COUNCIL OF THE CITY OF FORT COLLINS
CREATING A CHARTER REVIEW COMMITTEE
WHEREAS, the City Council determined at their January retreat that
Charter review is one of their high priority goals for 1986; and
WHEREAS, the City Council desires to create a committee to review the
Charter of the City of Fort Collins and to make recommendations to the
Council on proposed changes to said Charter; and
WHEREAS, the City Council has determined that citizen input is
valuable in the process of Charter review; and
WHEREAS, the last Charter review occurred approximately two years ago;
and
WHEREAS, certain items have been identified that are in conflict with
State Constitution, State statute, and desired practice; and
WHEREAS, the City Council has learned of other Charter issues that
have been identified by citizens of the community.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1 . That a Charter Review Committee shall be appointed for the
purpose of reviewing the Charter of the City of Fort Collins and making
recommendations to the City Council on proposed changes to said Charter.
Section 2. That said Charter Review Committee shall consist of eleven
registered electors of the City of Fort Collins.
Section 3. That the appointment of the eleven citizen members will be
made by Resolution introduced on June 3, 1986, and considered finally on
July 1, 1986, or at a Special Meeting called sooner therefor.
Section 4. That the following three Councilmembers be appointed to
said Committee to serve in addition to the eleven citizen members and to
act as advisors to the Committee.

Barbara Rutstein
Ed Stoner
Section 5. That the above Councilmembers shall act as ex-officio,
non-voting members to said Committee.
Passed and adopted at a regular meeting of the City Council held this
6th day of May A.D. 1986.
