HomeMy WebLinkAbout1986-099-06/03/1986-AUTHORIZING THE FORT COLLINS MUNICIPAL RAILWAY SOCIETY TO MODIFY THE HOURS OF OPERATION OF THE TROLL M • L RESOLUTION 86-99 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE FORT COLLINS MUNICIPAL RAILWAY SOCIETY TO MODIFY THE HOURS OF OPERATION OF THE TROLLEY ON THE FOURTH OF JULY AND AUTHORIZING A MODIFICATION TO THE SEQUENCE IN WHICH THE TROLLEY TRACK IS CONSTRUCTED WHEREAS, the Council of the City of Fort Collins has been petitioned by the Fort Collins Municipal Railway Society ("Society") to permit the modification to the hours of operation of the trolley and to the sequence of construction of trolley track; and WHEREAS, the Interim Operating Agreement executed between the Society and the City of Fort Collins provides for the operation of the trolley between the hours of 12 noon and 6 PM on Saturdays, Sundays, and City observed holidays; and WHEREAS, the volume of ridership on July 4, 1985, has prompted the Society to request an extension of operating hours on the Fourth of July to accommodate the increase in ridership and to help alleviate customary late afternoon traffic increases around City Park on July 4; and WHEREAS, currently the construction of trolley track is done in a continuous line with median construction followed by intersection construction; and WHEREAS, the Society has determined that it is more economical and less disruptive to regular traffic to construct the remaining intersection portions of the trolley track before the remaining median portions and has petitioned the City for permission to do so. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS AS FOLLOWS: Section 1. That the hours during which the trolley may be operated on the Fourth of July are changed to 9 AM through 5 PM. Section 2. ' That the sequence of construction of the trolley track may be altered subject to approval of a construction plan, traffic control plan and timetable by the City Engineer and City Manager, so that all remaining intersections may be constructed before the remaining medians. Section 3. That no permission to alter the sequence of construction be granted until (1) a cost estimate of the work to be done by a professional track construction firm is prepared by the Railway Society, (2) the Railway Society provides proof of availability of funds to underwrite the cost of hiring a professional track construction firm, and (3) a written contract for the work to be done by the professional track construction firm is provided to the City and approved by City staff. 1 Passed and adopted at a regular meeting of the Council of the Fort Collins held this 3rd day of June, A.D. 1986.
