OF THE COUNCIL OF THE CITY OF FORT COLLINS
ENDORSING H.R. 3547 DESIGNATING PORTIONS OF
THE CACHE LA POUDRE RIVER AS WILD AND SCENIC
AND APPROVING OTHER PORTIONS FOR STUDY FOR
POTENTIAL DESIGNATION AS A NATIONAL RECREATION AREA.
WHEREAS, on November 1, 1983, the City Council passed Resolution
83-189 which supported possible designation of portions of the Poudre River
as wild and scenic; and
WHEREAS, on November 18, 1983, the City Council agreed to appoint a
representative member to the Advisory Panel to Congressman Brown on the
Poudre River Wild and Scenic River Designation to consider various
designation options; and
WHEREAS, on April 3, 1984, the City Council passed Resolution 84-65
endorsing portions of the Poudre River as wild, scenic, or recreational ;
and
WHEREAS, in May of 1984, then Mayor Horak testified before a
Congressional Subcommittee on Public Land and National Parks hearing on
H.R. 5185, in support of designating sections of the Cache La Poudre as
wild, scenic, or recreational ; and
WHEREAS, on September 19, 1985, Mayor Rutstein testified at a U.S.
Congress Hearing in support of H.R. 566, which would authorize a study of a
segment of the Poudre River for possible designation as a National
Recreation Area; and
WHEREAS, the Council believes that a compromise has been reached
between the northern Colorado Water community and local and national
environmental groups in preserving the unique, scenic river canyon portions
of the River while keeping open future water storage options; and
WHEREAS, Congressman Hank Brown has introduced H.R. 3547 for passage
by the Congress which would designate 75 miles of the Poudre River as Wild
and Recreational River and 18.5 miles of River for study as potential
designation as a National Recreational Area; and
WHEREAS, H.R. 3547 leaves the segment of the South Fork of the Poudre
River from a point in Section 1, Township 7 North, Range 73 West of the 6th
P.M at elevation 8050 feet above sea level to the easterly section line of
Section 30, Township 8 North, Range 72 West of the 6th P.M undesignated
under the Wild and Scenic Act for the purpose of allowing the City of Fort
Collins to construct a water storage reservoir known as the Rockwell
Reservoir for which the City has a conditional water storage decree; and
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COLLINS, that
the City Council endorses and urges passage of House Bill 3547 designating
portions of the Poudre River as wild and recreational and approving other
portions for study for potential designation as a National Recreational
Area.
Passed and adopted at an adjourned meeting of the City Council held
this 22nd day of October, A.O. 1985
