OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE CITY MANAGER TO ENTER INTO
A PROFESSIONAL SERVICES AGREEMENT WITH
GREENHORNE & O'MARA, INC. FOR DRAINAGE STUDY AND
DESIGN SERVICES IN THE FOOTHILLS/FOX MEADOWS/
MCCLELLANDS/MAIL CREEK DRAINAGE BASINS
WHEREAS , in 1981 the Council of the City of Fort Collins adopted Master
Drainage Plans for the Foothills Basin, Fox Meadows Basin and the combined
McClellands-Mail Creek Basins; and
WHEREAS, the Foothills and Fox Meadows Master Plans include provisions
for the conveyance of stormwater generated by upstream development over the
Fossil Creek Inlet Ditch into the Poudre River; and
WHEREAS, in 1983 the North Poudre Irrigation Company agreed to accept
the stormwater from the City into the Fossil Creek Inlet Ditch provided a
study was undertaken to insure no damage would occur from the acceptance of
these waters ; and
WHEREAS, in 1983 the City hired a consultant to perform a detailed
drainage study of the region east of Timberline Road between Drake and
Horsetooth Roads to determine the consequences of the acceptance of City
stormwater into the Fossil Creek Reservoir Inlet Ditch; and
WHEREAS, this original study needs to be broadened to encompass the
area south from Horsetooth Road along the inlet ditch to Fossil Creek
Reservoir and to extend the McClellands-Mail Creek master plan east from
Timberline Road to the inlet ditch;
WHEREAS , this additional work will be performed to insure that the
inlet ditch to Fossil Creek Reservoir will not sustain damage from
conveying more of the City's storm water; and
WHEREAS, the City's Purchasing Department released Request for
Proposal/Qualifications (P-97) to solicit consultants for this work; and
WHEREAS, Greenhorne & O'Mara, Inc. was given the highest rating by the
interviewing panel ; and
WHEREAS, Greenhorne & O'Mara will charge a fee of Twenty-Four Thousand
Five Hundred and Ninety-Seven Dollars ($24,597. ) to complete the proposed
work; and
WHEREAS, pursuant to Section 2-66 of the Code of the City of Fort
Collins, no professional services agreement in excess of Twenty Thousand
Dollars ($20,000. ) shall be entered into until approved by the City Council
in an open Council meeting.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City Manager be, and he hereby is, authorized to enter
into a professional services agreement with Greenhorne & O'Mara, Inc. for
drainage study and design services in the Foothills/Fox Meadows/
McClellands/Mail Creek Drainage Basins , said services to be performed by
Greenhorne & O'Mara for a sum not to exceed Twenty-Four Thousand Five
Hundred and Ninety-Seven Dollars ($24,597. ).
Passed and adopted at a regular meeting of the City Council held this
5th day of November, A.D. 1985.
