HomeMy WebLinkAbout1985-161-09/17/1985-AUTHORIZING THE CITY MANAGER TO APPROVE PURCHASES NOT REQUIRING BIDDING OF SLUDGE THICKENING EQUIPME r RESOLUTION 85- 161 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE CITY MANAGER TO APPROVE PURCHASES NOT REQUIRING BIDDING OF SLUDGE THICKENING EQUIPMENT FOR WASTEWATER TREATMENT PLANT #2 WHEREAS, in the spring of 1985, odor problems developed in the storage basins at the City's Resource Recovery Farm; and WHEREAS, Wastewater Utility staff and Black & Veatch Engineers have evaluated options for handling sludge in a manner that will allow for proper storage and disposal of sludge while avoiding the odor problems that have occurred; and WHEREAS, the most effective option recommended to reduce odors is that of providing for the thickening of additional sludge for anaerobic digestion; and WHEREAS, this anaerobic digestion process will require the purchase and installation of additional equipment at Wastewater Treatment Plant #2, which acquisition and installation will cost approximately Three Hundred Four Thousand Four Hundred Dollars ($304,400. ) ; and WHEREAS, a purchase not requiring bidding is necessary with Clemco of Denver for the purchase of an Arus-Andritz rotary screen thickener for approximately Fifty-Eight Thousand Five Hundred Dollars ($58,500. ) and with Falcon Pump and Supply Company of Denver for the purchase of a Robbins/Myers progressive cavity pump for approximately Thirty-Four Thousand Dollars ($34,000.) ; and WHEREAS, these purchases not requiring bidding are necessary because of equipment compatibility and the necessity of having the sludge thickening capability on line by January 1, 1986, in time to accommodate winter storage requirements thus avoiding odor problems in the spring; and WHEREAS, funds for the purchases were approved in the 1985 Wastewater Capital Improvements Budget and do not require additional appropriation; and WHEREAS, pursuant to Section 2-60 of the Code of the City of Fort Collins, a purchase not requiring bidding with a cost exceeding Twenty Thousand Dollars ($20,000. ) must be approved by the City Council in an open Council meeting. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City Manager be, and he hereby is, authorized to approve the purchases not requiring bidding of an Arus-Andritz rotary screen from Clemco of Denver for approximately Fifty-Eight Thousand Five Hundred Dollars ($58,500. ) and a Robbins/Myers progressive cavity pump from Falcon Pump and Supply Company of Denver for approximately Thirty-Four Thousand Dollars ($34,000. ).
