HomeMy WebLinkAbout1998-001-01/06/1998-ADOPTING A THREE-MILE PLAN FOR THE CITY OF FORT COLLINS . � •. • � RESOLUTION 98-1 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING A TI-IREE-MILE PLAN FOR THE CITY OF FORT COLLINS WHEREAS, Colorado law provides at Section 31-12-105, C.R.S. that each municipality in the State must prepaze a plan for the azea within three (3) miles in any direction from any point of the municipality's boundazies (a "Three-Mile Plan"), which Plan must generally describe the proposed location, chazacter, and extent of streets, subways, bridges, waterways, waterfronts, pazkways, playgrounds, squares, pazks, aviation fields, other public ways, grounds, open spaces, public u6lities and terminals for water, light, sanitation,iransportation and power to be provided by the municipality, and the proposed land uses for the azea; and WHEREAS,City staff has prepazed and presented to the Council a proposed Three-Mile Plan for the City, which plan the Council has determined should be approved. NOW, THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Three-Mile Plan for the City of Fort Collins, attached hereto as Eachibit"A" and incorporated herein by this reference, be, and hereby is, approved and adopted. INTRODUCTION What is the Purpose of the Three-Mile Plan? The Three-Mile Plan for the City of Fort Collins, Colorado, is a policy document that complies with the regulations put fot[h in the Colorado Revised State Statutes. Vazious elements of the comprehensive plan have comprised the Three-Mile Plan. This document is an updated version to reflect changes to the comprehensive plan and to categorize these elements as well as additional plans according to those areas defined in the State Statutes. Section 31-12-105 Limitations of the State statutes requires that the City complete a plan within three miles in any direction from any point of such municipal boundary. "Prior to the completion of any annexation within the three-mile azea, the municipality shall have in place a plan for that area, which generally , � describes the proposed location, chazacter and extent of streets, subways, , bridges, waterways, waterfronts, pazkways,playgrounds, squares, pazks, aviation fields, other public ways, grounds, open spaces, public utilities, and terminals for water, light, sanitation, transportation, and power to be provided by the municipality and the proposed land uses for the area." What Does the Three-Mile P[an Include? The Three-Mile Plan describes four general categories, including Transportation-related items, Pazks, Natural Areas and Open Lands-related items; Utilities and related items, and Proposed Land Uses. Those chazacteristics listed above aze categories in those four azeas as follows.
