HomeMy WebLinkAbout1998-103-07/07/1998-AUTHORIZING AN INTEGRATED ENERGY DESIGN ASSISTANCE PROGRAM TO ENCOURAGE THE EFFICIENT USE OF ENERGY RESOLUTION 98-103 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING AN INTEGRATED ENERGY DESIGN ASSISTANCE PROGRAM TO ENCOURAGE THE EFFICIENT USE OF ENERGY WHEREAS,on October 19, 1993,the City Council adopted Resolution 93-150 adopting the Integrated Resources Planning Standard pursuant to the Comprehensive National Energy Policy Act of 1992,and Resolution 93-151 authorizing the development and implementation of an"Integrated Resource Plan" for the City's Electric Utility; and WHEREAS,City Council has in the past appropriated monies in the Electric Utility's budget for the purpose of developing and promoting energy efficiency programs consistent with the Electric Utility's Integrated Resource Plan; and WHEREAS, consistent with the goal of developing and implementing energy efficiency programs, the City's Electric Utility has developed an "Integrated Energy Design Assistance Program"(the "Program")which provides that the City would offer financial assistance to certain of its qualified customers to help in the design of such customers' new buildings or remodeling of existing buildings to create buildings that are more energy efficient; and WHEREAS,the Program would achieve this goal by encouraging Electric Utility customers to design their new buildings and remodel existing buildings using an"integrated design"approach, which places more emphasis in the design phase of creating a building that is more energy efficient; and WHEREAS,to achieve this, the Electric Utility would pay under the Program a portion of the qualifying customer's costs associated with designing the new building or the remodeled building in a way that it will have lower energy costs than an equivalent building designed to the minimum standards of the City's energy code; and WHEREAS, the City Council wishes to continue to promote the efficient use of energy in the City,and has determined that the proposed Program would be beneficial to the ratepayers of the Electric Utility and would promote a valid public purpose. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the Program is hereby authorized for immediate implementation and will be available to customers of the Electric Utility who meet the following criteria,provided that the funds have been appropriated in the Light and Power Fund by City Council and are available for use in the Program: A. The customer must be a City of Fort Collins Electricity Utility customer; B. The proposed project must be new construction or major remodeling of a building, and the project must be of a scale that allows significant design flexibility; C. The project must have, in the City's judgement, a significant prospect of influencing other projects in that it will be visible to the public, easily accessible by the public, and a model for other customers of the Electric Utility; D. Decisions on basic siting, orientation, and architecture for the project must not yet have been made or there must be sufficient flexibility in these areas to yield a successful project relating to design for energy efficiency; E. The customer must agree that the energy use target for the project is at least 20% better than the minimum standard that the City's energy code would require for the building; F. The customer must invite all Electric Utility staff to attend all design meetings for the project related to energy considerations; G. The customer must allow the Electric Utility to monitor energy-related aspects of the finished building and interview design and construction participants and building occupants; H. The customer must allow the Electric Utility to publicize information about the project, including results, for educational/publicity purposes; and I. The customer must allow public access to the finished building, at a minimum of four times in the year immediately after the building is completed, for educational and publicity purposes. Section 2. For those customers who satisfy the criteria set forth in Section 2 above, and provided that funds have been appropriated by the City Council and are available for the Program, qualifying customers may receive from the Electric Utility not more than one half of one percent of the total project costs to pay a portion of the customer's costs associated with designing the building to make it more energy efficient.
