HomeMy WebLinkAbout1991-136-10/15/1991-CONFIDENTIAL COUNCIL DISTRIBUTION OF INFORMATION NO CLASSIFICATION NON PUBLIC INFORMATION POLICY RESOLUTION 91- 136 OF THE COUNCIL OF THE CITY FORT COLLINS ESTABLISHING A POLICY ON THE DISTRIBUTION OF INFORMATION TO COUNCIL WHEREAS, the Fort Collins City Council desires to maintain a general policy of providing public access to information received by the Council , while still protecting the privacy interests of individual citizens and fostering the free and candid exchange of ideas and information between the Council and City staff; and WHEREAS, the Council considers it desirable in the public interest to establish specific procedures for the dissemination of information to the Council , by establishing categories for such information and identifying the particular kinds of documents which should be placed in each category. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the following categories will be used in providing information to the City Council : 1 . No classification - generally, all memos to Council and correspondence to and from citizens that are not designated as "confidential " or "non-public" will be promptly made available to the public by placing copies of such memos and correspondence in a public inspection basket in the City Manager's office. 2. Confidential - information falling into this category will be kept confidential . Such information would include: memos from the City Attorney's Office and outside counsel providing legal advice; the contents of employees' personnel files (except applications and performance ratings) ; trade secrets; confidential commercial and financial data; and any other information required or permitted by law to be kept confidential . 3. "Non-Public Information" - this information will be made available to the public only upon specific request and may include preliminary reports, drafts, briefing papers and other types of pre-decisional memos which offer ideas or suggestions to the Council that may or may not be actually pursued, as well as sensitive or personal information received from members of the public.
