OF THE COUNCIL OF THE CITY OF FORT COLLINS
ESTABLISHING A POLICY ON CORPORATE
MEMBERSHIPS IN OUTSIDE ORGANIZATIONS
WHEREAS, the 1991-1993 Council Work Plan includes an item relating to City
Membership in Outside Organizations; and
WHEREAS, the City of Fort Collins uses general tax and fee revenues to
purchase corporate memberships in outside organizations; and
WHEREAS, these memberships serve a bona fide public purpose by providing
information and opportunities to City staff to improve the quality of services
provided by the City; and
WHEREAS, it is the desire of the City Council to generally decide which
corporate memberships the City should hold; and
WHEREAS, some organizations lobby other governmental entities on behalf of
their members; and
WHEREAS, it is not the intention of the City Council to limit officers and
employees from holding job-related memberships funded by the City in professional
organizations or to limit the purchase of publications relevant to the mission
of operating departments of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
as follows:
Section 1 . For the purpose of this Resolution, "corporate membership"
shall mean any membership held in the name of the City in an agency or
organization which provides services to the City for which the annual membership
fee exceeds the sum of One Thousand Dollars ($1,000.00) This definition shall
not be construed to apply to agencies or organizations which enter into contracts
for services or professional services pursuant to the purchasing provisions of
the City Code.
Section 2. That corporate memberships shall be held by the City in the
following organizations:
Public Technology, Inc. (PTI) American Public Power
Association (APPA)
Innovations Group, Inc. (CCAN) American Public Transit
Association (APTA)
Colorado Municipal League (CML) Rocky Mountain Electric League
(RMEL)
National League of Cities (NLC) Colorado Association of
Municipal Utilities (CAMU)
Colorado Water Congress (CWC)
Section 3. That the lobbying efforts of these organizations, if any,
should not be construed as the official position of the City of Fort Collins
unless specifically endorsed by existing policy or a resolution of the Council .
Section 4. That the City Manager is hereby authorized to add other
corporate memberships to the foregoing list as the City Manager deems to be in
the best interest of the City, provided that the City Manager first inform the
Council in writing of any such intended addition.
Passed and adopted at a regular meeting of the Council of the City of Fort
Collins held this 19th day of November, A.D. 1991 .
