HomeMy WebLinkAbout1991-134-10/15/1991-CONCEPTUAL FRAMEWORK COST RECOVERY DATABASE INFORMATION PUBLIC ACCESS COMMITTEE PUBLIC INFORMATION S RESOLUTION 91-134 OF THE COUNCIL OF THE CITY OF FORT COLLINS ESTABLISHING A COUNCIL PUBLIC ACCESS COMMITTEE AND A CONCEPTUAL FRAMEWORK FOR ISSUES RELATING TO PUBLIC ACCESS TO DATABASE INFORMATION AND COST RECOVERY OF PUBLIC INFORMATION SYSTEMS WHEREAS, the Council of the City of Fort Collins ("the Council ") desires to enhance the amount and quality of information available to citizens and to provide reasonable access to that information; and WHEREAS, new technologies are developing, and will continue to be developed which help to facilitate such access; and WHEREAS, the Council desires to examine and utilize new technology when appropriate to assist in providing and enhancing access to information; and WHEREAS, the Council desires to establish policy relating to issues of allowing public access to information in a variety of forms, including digital database information; and WHEREAS, the Council , while desiring to provide the greatest range of information, believes that taxpayers must be protected from the unpredictable expenses involved in maintaining the capability to provide specialized or unusual information products; and WHEREAS, the Council believes a distinction should be made between public information which is open to public inspection and "electronic products and services" ; and WHEREAS, the Council desires to work closely with other concerned groups to modify the Colorado Open Records Act to help set direction at a statewide level with regard to database information. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1 . That a Council Public Access Committee, consisting of Council members Azari and Winokur, be established to work with staff and other concerned groups for the purpose of presenting a recommendation to the Council with regard to the issues described in Section 2 below. Section 2. That the Council directs Staff and the Council Public Access Committee to bring forward policies and guidelines relating to issues of public access to information and recovery of the costs of providing and maintaining public information systems, which policies and guidelines shall further the following objectives: 1 . To enhance the amount and quality of information available to citizens in new and innovative ways. 2. To establish policies and procedures relating to information availability and dissemination. 3. To distinguish between "public records" and "electronic products and services" ; and formulate reasonable fee schedules relating to provision of electronic products and services. 4. To cooperate with other concerned groups to modify the Colorado Open Records statutes as they relate to electronic database information.
