OF THE COUNCIL OF THE CITY OF FORT COLLINS
DIRECTING THE HEALTH AND SAFETY COMMITTEE
TO DEVELOP A WORKPLAN TO ESTABLISH A POLICY FOR
HANDLING CITIZEN COMPLAINTS REGARDING
POLICE SERVICES AND EMPLOYEES
WHEREAS, the City Council of the City of Fort Collins ("The Council ") sees
a need to develop and adopt a Council policy regarding the handling of complaints
about the provision of police services or the conduct of particular police
employees; and
WHEREAS, the Council acknowledges that such a policy must balance citizen
concerns and needs with the established rights of police employees; and
WHEREAS, the Council desires to foster the trust of both citizens and
police employees who become involved in complaint processes, and address the
concerns of all parties associated with such processes; and
WHEREAS, the Council has an established Health and Safety Committee
available to take the lead in such policy evaluation with the assistance of the
City Manager; and
WHEREAS, the City also has an established Human Relations Commission which
is empowered to assist the Council by making recommendations regarding
government-community relations; and
WHEREAS, the Council wishes to develop a Council policy which best suits
the needs of the Fort Collins community; and
WHEREAS, the Council desires that the Health and Safety Committee develop
a workplan to evaluate policies for possible adoption by the Council ; and
WHEREAS, the Council seeks to finalize such a policy, including articulated
goals and objectives, by December 31, 1991.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the Health and Safety Committee, with the assistance of the City Manager
and the Human Relations Commission, is hereby directed to evaluate policy options
for the handling of citizen complaints about police services and Police Service
employees, including an analysis of the processes and role of the Human Relations
Commission, with said policy options and analysis to be presented to the Council
no later than December 31, 1991 .
Passed and adopted at a regular meeting of the Council of the City of Fort
Collins held this 20th day of August, A.O. 1991 .
