HomeMy WebLinkAbout1991-065-04/16/1991-BYPASS PROJECT COLORADO HIGHWAY 14 NORTHEAST AREA TRANSPORTATION STUDY RESOLUTION 91- 65 OF THE COUNCIL OF THE CITY OF FORT COLLINS DEFINING THE CITY COUNCIL'S INTENTION TO CONDUCT A TRANSPORTATION STUDY FOR THE NORTHEAST AREA OF THE CITY OF FORT COLLINS WHEREAS, the City of Fort Collins, Larimer County and the Colorado Highway Department have jointly worked on an alternative bypass project around the northeastern sector of the City, commonly known as the Colorado Highway 14 Bypass or Relocation Project ("the Bypass Project") ; and WHEREAS, the Bypass Project has involved more than 20 years of continuous study and analysis on the part of a host of individuals, agencies and state and local governmental bodies; and WHEREAS, the State Highway Department has not finalized a Supplemental - Environmental Impact Statement (S-EIS) on the section of the Bypass Project between U.S. Highway 287 and Interstate Highway 25; and WHEREAS, there has been considerable controversy regarding the type of facility, its alignment and location in the northeast sector of the City of Fort Collins, between U.S. Highway 287 and Interstate Highway 25; and WHEREAS, the Council considered a report prepared by a Council -appointed Ad Hoc Transportation Committee dated May 28, 1990, that recommended that the Council pursue with the State Highway Department a preferred alignment for the Bypass Project; and WHEREAS, the Council did not concur with the recommendation of the Ad Hoc Transportation Committee; and WHEREAS, it appears that the Bypass Project is presently being held in abeyance; and WHEREAS, there exists a body of residents located both within the City and County who object to the Bypass Project based on perceived negative impacts and lack of substantiated data establishing a demonstrated need or necessity for the Bypass Project; and WHEREAS, the City Council believes that the northeast area of the community plays a significant role in the transportation system for the entire City and that the Bypass Project no longer adequately defines the current transportation problems and needs in the northeast area of the City; and WHEREAS, the City Council has determined that it is in the best interests of the citizens of the City that an area-wide transportation study of the northeast portion of the City be conducted for the purpose of identifying current transportation issues and short-term and long-term transportation needs in said area; and WHEREAS, the City Council has further determined that it is necessary to include in any such study a comprehensive public outreach program for the purpose of obtaining public input regarding the solutions in such manner as to generate a study which addresses both public policy concerns and technical concerns associated with the transportation system in the area. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: 1 . That the City shall commission, subject to the subsequent appropriation of the necessary funds, an area-wide transportation study of the northeast area of the City (defined by the boundaries of Douglas Road on the north, Interstate Highway 25 on the east, College Avenue on the west and Mulberry Street/Colorado Highway 14 on the south) , which study shall address the current transportation problems of the northeast portion of the City for the purpose of identifying transportation issues and needs and develop solutions that will address both short-term and long-term needs for the area and which study shall include a comprehensive public outreach program. 2. That the cost of said study shall not exceed One Hundred Thirty Thousand Dollars ($130,000) . 3. That the staff shall work cooperatively with Larimer County and the State Highway Department (to the extent that said governmental entities are willing to cooperate) to ensure their coordination and involvement in said study.
