OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING A STAFF ACTION PLAN OF PROCEDURES
TO CONTROL NON-NATIVE TREE SPECIES
WHEREAS, over the years man has introduced into the Fort Collins area
several non-native tree species; and
WHEREAS, some of these non-native tree species have naturalized in the Fort
Collins environment and have taken over riparian and open space plant
communities; and
WHEREAS, the introduction of such non-native tree species has caused
detrimental imbalances in the native tree populations; and
WHEREAS, City staff has developed an Action Plan of Procedures to Control
Non-Native Tree Species in the City's open space and natural areas; and
WHEREAS, a copy of the Action Plan of Procedures to Control Non-Native Tree
Species is attached hereto as Exhibit "A" and incorporated herein by reference
("the Action Plan") ; and
WHEREAS, the Action Plan will be implemented by City staff through the
extensive use of citizen volunteers and cooperative educational arrangements.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the Action Plan is hereby approved, and the City Manager is directed to
implement the Action Plan making use of citizen volunteers and cooperative
educational arrangements.
Passed and adopted at a regular meeting of the Council of the City of Fort
Collins held this 19th day of March, A.D. 1991 .

Action Plan of Procedures to Control Non-Native Tree Species:
Phase I -- 1991
Part 1 . Conceptualization and Articulation
Step 1 - Establish mission statement and goals so we can determine
efficacy of actions and measure achievement.
Step 2 - Initiate a list of exotic species to be controlled
Step 3 - Devise control strategy using Integrated Pest Management
principles
Step 4 - Select a target area as a model for first year effort
Part 2: Establishing Credible Leadership
Step 1 - Discontinue using listed exotics in City plantings
Step 2 - Devise a plan for removal and replacement of objectionable or
compromising ornamentals on developed City property
Part 3: Communication and Education
Step 1 - Plan and convene a local workshop on exotic species as a way
to get essential information to key people and media
Step 2 - Contact all appropriate private entities and businesses plus
all affiliated government agencies to coordinate effort
Step 3 - Cultivate public awareness and encourage cooperation
Part 4: Action
Step 1 - Recruit and train volunteers
Step 2 - Conduct field work
Part 5: Evaluate Phase I
Phase II -- 1992
General Points: Revise goals as necessary
Revise boundaries as necessary
Revise methods as necessary
Survey initial target area for regeneration and
reinvasion
Repeat Phase I parts 4 and 5
