HomeMy WebLinkAbout1991-054-03/19/1991-LDGS SOLAR ENERGY POLICIES SOLAR ORIENTATION RESOLUTION 91- 54 OF THE COUNCIL OF THE CITY OF FORT COLLINS GIVING DIRECTION TO CITY STAFF REGARDING CERTAIN OPTIONS FOR SOLAR ORIENTATION WHEREAS, the citizens of the City have a strong desire to achieve and maintain an energy-conscious community; and WHEREAS, the City's Comprehensive Plan contains many statements which encourage and require energy efficient development; and WHEREAS, the City has adopted general solar energy policies which state that solar energy is a preferred fuel source to meet future needs; and that the development of private lands in a manner which encourages the use and protection of solar energy systems will advance the public health, safety and welfare and will promote the public interest; and WHEREAS, the City Council asked the staff to examine options for encouraging and/or requiring developers to consider in their plans the orientation of buildings to best enable them to receive solar radiation for energy conservation purposes; and WHEREAS, the staff conducted a literature search and interviewed other communities with solar orientation ordinances; and WHEREAS, City staff presented to City Council , at the February 29, 1991 • worksession, a report summarizing the findings and conclusions of the study process; and WHEREAS, the Council desires to give direction regarding priorities for work items and areas identified below so City staff can proceed with implementation of the recommended actions. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the following are priority options for improving solar orientation in new development: 1 . That the Land Development Guidance System ("LOGS") and subdivision regulations be amended to include a solar lot orientation recommendation for all single family and two-family dwelling lots; and that the subdivision regulations be amended to include a solar lot orientation recommendation for multi -family lots in subdivisions which are not required to be approved as a planned unit development ("PUD") . 2. That the LOGS be amended to include a building orientation recommendation that will enhance solar energy usage for multi -family buildings in a PUD. 3. That administrative procedures be developed which direct staff to give increased attention to solar orientation at the conceptual stage of the development review process. 4. That the LDGS be amended to include solar orientation in the awarding of points for residential and commercial projects. 5. That the staff develop materials containing information on solar_ orientation recommendations for use by developers and design professionals. 6. That the Light and Power Utility staff evaluate a rebate program to provide meaningful incentives to promote solar orientation and design in new construction.
