HomeMy WebLinkAbout1995-103-07/18/1995-APPOINTMENTS CITY PLAN ADVISORY COMMITTEE RESOLUTION 95-103 OF THE COUNCIL OF THE CITY OF FORT COLLINS MAKING APPOINTMENTS TO THE CITY PLAN ADVISORY COMMITTEE WHEREAS, the City Council has determined that an advisory committee should be established for the purpose of providing guidance and advice to the City staff and City consultants in the preparation of the new "City Plan"; and WHEREAS, the City has solicited applicants to serve on such a City Plan Advisory Committee, and Councilmembers McCluskey, Jarrett and Wanner have reviewed the pool of applicants and have recommended certain applicants for appointment by the Council; and WHEREAS,upon receipt of the recommendation of said Councilmembers,the City Council has determined that the City Plan Advisory Committee should be composed of the members hereafter named. NOW, THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the following named persons be, and hereby are, appointed as members of the City Plan Advisory Committee for a term of approximately eighteen months, as set forth below: NAME OF COMMITTEE: City Plan Advisory Committee Jennifer Carpenter Gary Michels Alex Chapman Kelly Ohlson John Clark Edmund Robert David Everitt Tom Sibbald Jane Folsom Stephen Slezak Nancy Gilcrist Emily Smith Dan Gould Lou Stitzel Gary Hixon Warren Trock Jane Looney Eldon Ward Scott Mason Karen Weitkunat Crystal Maxwell Section 2. That the members of the City Plan Advisory Committee shall be subject to the attendance requirements contained in the Boards and Commissions Manual of the City. In the event that any such members are unable to comply with such requirements,or a vacancy is created on said Committee for any other reasons, the above named Councilmembers who reviewed the pool of applicants shall recommend replacement committee members from such applicant pool for Council approval. No person may serve on any one board or commission for more than eight (B) consecutive years (two complete terms).* in the event that an individual fills the unexpired term of a board or commission member, that unexpired term shall not be counted as a complete term. b. No person will be appointed by the City Council to serve concurrently on more than one board or commission. (This limitation does not apply to committees deemed to be temporary in nature.) c. No person will be appointed for membership to any board or commission who is not a resident of Fort Collins or the Fort Collins Urban Growth Area. * Ordinance No. 47, 1991 limits members of the Water Board to three (3) consecutive four (4) year terms. Attendance Policy Upon application for and acceptance of appointment, board and commission members demonstrate their intention and ability to attend meetings. Therefore, either of the following may automatically cause a member's appointment to be terminated. a. Three consecutive absences (not approved by the chairperson) from regularly scheduled meetings of the board. b. Four absences (not approved by the chairperson) from regularly scheduled meetings of the board in any calendar year. Vacancies Staff liaisons are responsible for notifying the City Clerk's Office when a member resigns or a vacancy exists for other reasons. The City Clerk's office will notify the City Council of any vacancies, and will work with the appropriate Council liaison to fill the vacancy. Council will appoint replacements by official resolution as needed. The City Clerk's Office will notify the staff liaison of appointments. Election of Officers The election of officers should be held each year during the regular meeting in August or September. This timeframe follows the annual appointment of new members. It is suggested that new board members attend at least one meeting prior to election of officers taking place. Staff liaisons must notify the City Clerk's Office when new officers are elected.
