RESOLUTION 95-100
OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING AN INTERGOVERNMENTAL AGREEMENT TO STUDY
THE OPPORTUNITY TO CONSOLIDATE SERVICES BETWEEN THE
FORT COLLINS ELECTRIC UTILITY AND OTHER PLATTE RIVER POWER
AUTHORITY MUNICIPAL ELECTRIC UTILITIES TO BETTE R MEET THE CHALLENGES
OF POTENTIAL COMPETITION
WHEREAS,the Fort Collins City Council has acknowledged the significance of deregulation
in the electric utility industry by adopting Resolution 95-62; and
WHEREAS, Resolution 95-62 articulated the values that the Fort Collins City Council
believes are important in the delivery of energy services to the community; and
WHEREAS, the potential for local competition through retail-wheeling may require
additional cooperation between Platte River Power Authority and its member/owner communities
in order to remain competitive; and
WHEREAS, the Fort Collins City Council believes that it is important to determine whether
there are potential benefits to be obtained from further consolidation of some or all of the electrical
operations and energy services provided by Platte River Power Authority and its member distribution
systems; and
WHEREAS,the Fort Collins City Council has determined that it is important to investigate
any financial,legal,operational and institutional obstacles that may need to be addressed in the event
that partial or complete consolidation of services appears to be warranted; and
WHEREAS,the Fort Collins City Council believes that some aspects of this research should
be conducted directly by the four member communities.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the Mayor is hereby authorized to enter into one or more intergovernmental
agreements with the member communities of Platte River Power Authority for the purpose of
conducting such studies as are necessary in order to better prepare said communities to anticipate
the potential impacts of deregulation in the electric utility industry and to address subsequent
competitive issues to determine whether additional economic and service delivery benefits may be
obtained through partial or total consolidation of operations between and among the member
communities and/or Platte River Power Authority.
Section 2. That the Fort Collins Electric Utility's share of the cost of-said studies shall-not
exceed Fifty Thousand Dollars ($50,000).
Passed and adopted at a regular meeting of the Council of the City of Fort Collins held this
18th day of July, A.D., 1995.
