HomeMy WebLinkAbout1994-098-06/21/1994-COLORADO DEPT TRANSPORTATION IGA INTERSTATE TRUCK TRAFFIC SCOPE OF SERVICE TRANSPORTATION CORRIDOR U RESOLUTION 94-98 OF THE COUNCIL OF THE CITY OF FORT COLLINS MODIFYING THE SCOPE OF SERVICE FOR THE TRANSPORTATION CORRIDOR PROJECT ON US 287/COLORADO 14 WHEREAS, on July 20, 1993, the Council , pursuant to Resolution 93-110, authorized the execution of an Intergovernmental Agreement between the Colorado Department of Transportation (CDOT) allocating funds for a Transportation Corridor Project on US 287/Colorado 14 ("the Project") ; and WHEREAS, work has begun on the Project, and the City has organized a "focus group" of citizens to work with the consultant in developing the Project; and WHEREAS, during the course of the development of the Project, it has become apparent to the focus group, the staff and the consultant that the removal or reduction of truck traffic on the US 287/Colorado 14 Corridor (the "Corridor") is critical to the health, safety and welfare of the City; and WHEREAS, the Council has determined that it is in the best interests of the citizens of the City that an additional element of work be added to the Project to focus on the additional goal of removing interstate truck traffic from the Corridor; and WHEREAS, the cost of this additional work is estimated to be in the sum of $45,050. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT COLLINS, COLORADO, that the Mayor be, and hereby is, authorized to execute such documents as are necessary to amend the Scope of Work of the Project to include additional focus on the goal of removing interstate truck traffic from the Corridor, as said Scope of Work is described on Exhibit "A, " attached, the cost of which additional work shall not exceed the sum of Thirty-five Thousand Fifty Dollars ($35,050) . Identify Range of Issues Snbtask 1.1-Conduct-InitiaLMeetings-with-Major-Stakeholders- The study team will meet individually with the key stakeholders of this study, the City of Fort Collins (mayor, City Council member(s), City staff), City officials from Laramie and Cheyenne, Larimer County, the Colorado Department of Transportation and the Wyoming Department of Transportation, the American Trucking Association, the Motor Carrier Association and others who might be identified. The study team will interview each group to identify major issues, concerns, physical constraints and opportunities regarding truck traffic on the study corridor. Subtask 1.2 Prepare Issue Paper Following the meetings with the key stakeholders, the study team will prepare an issues paper identifying the range of issues and determining what additional data will be needed to investigate possible alternatives. This paper will be distributed to the City of Fort Collins for review and will be used as the basis for determining the other stakeholders who should be included in the study and the stategy for determining potential alternatives. Task 2. Develop Stakeholders Group Based on the information developed from key stakeholders of the highest level of each organization in Task 1, a list of stakeholders or their appointed staff will be developed. The study team will contact individuals from this list and interview those members to identify their concerns and positions on the trucking issue and to invite them to participate in the upcoming roundtable. Following these interviews, a position paper will be prepared summarizing the political, physical and legal issues regarding truck traffic, other possible impacts, and the preliminary range of alternative solutions. This position paper will be submitted to the City of Fort Collins for review and distributed to the stakeholders group prior to the roundtable(s). Collect and Analyze Data This task will be conducted concurrently with Task 1 and 2 to obtain the data needed to analyze current and future conditions and to develop potential alternatives. Such data may include traffic information, cost and cost/benefit information from the trucking industry, noise and vibration analysis data(to be conducted as part of the original access study contract), legal requirements and considerations,public perception information derived from previous surveys and the survey conducted in the original access study, etc. This information will be summarized in written and graphic formats, as appropriate, for use in the workshops and in contacts with the stakeholders group. Task 4. Conduct First Roundtable A stakeholder roundtable discussion will be organized and conducted by the study group with the City of Fort Collins. This roundtable will be 2-4 hours in duration, conducted at a convenient Fort Collins location, and moderated by the study team. Preparations for the roundtable will include all necessary contacts with stakeholder participants and preparation of materials including handouts, graphics and mailing of agenda packets. The reservation of the workshop location and provision of refreshments will be the responsibility of the City of Fort Collins. The intent of the roundtable discussion is to promote the synergistic formulation of ideas and alternatives based on a variety of opinions and background experiences. This workshop will be the forum to review the technical data collected in Task 3, to solicit opinions on the types and magnitudes of the isses and to discuss possible alternatives for short- and long-term implementation. Results of this roundtable will determine the focus of further research and alternative development. Subtask 4.1 Prepare Preliminary Report A summary report on the workshop procedure and findings will be prepared and distributed to the City of Fort Collins for review. An approved version will be distributed to roundtable participants. Task 5. Develop Action Plan Subtask 5.1 Determine Best Course of Action The study team will meet with the City of Fort Collins in a "strategy session" to review the roundtable results and to identify the future course of action for the project. The future action will depend on the number and types of possible actions identified in the previous tasks and U RS CONSULTANTS.IN( City of Fort CoWns Corridor Study of US 287 and Colorado 14 could include additional research into legal and/or physical issues, concluding that no alternatives are feasible and conducting additional coordination with some stakeholder groups, among others. Subtask 5.2 Conduct Additional Research as Needed The study team will conduct follow-up research as needed, including further investigations of legal issues, analysis of costs/benefits of alternatives, and identification of additional policy issues to be evaluated. Subtask 5.3 Prepare Preliminary Report A preliminary report will be- prepared describing the alter sstives discussed a#- he first roundtableand discussing legal, physical and cost ramifications of each alternative. The workshop proceedings,alternatives identified by the stakeholders group,decisions on the focus of next efforts will also be described. The report will be distributed to the City of Fort Collins for initial review, and modified as appropriate prior to distribution to the shareholders group. Task 6. Reconvene Roundtable A second roundtable discussion will be conducted to present the followup data and to review an action plan for the potential implementation of short- and long-term alternatives. As with the first roundtable, the study team will be responsible for organizing and conducting the workshop, and the City of Fort Collins will be responsible for reserving the meeting location and provision of refreshments. Meeting minutes will be taken by the study team. Task 7. Prepare Final Report/Implementation Plan Based on the conclusions and recommendations of the stakeholders group developed in the second roundtable, a recommended implementation plan will be developed. This plan will be presented to key stakeholders, including the City of Fort Collins, the Colorado Department of Transportation and others as needed. Following this review, a final plan will be prepared and presented to the City of Fort Collins for distribution. Note: This scope of services correlates to the level of effort shown in Exhibit B-1. The scope of services and fee may be amended to reflect substantive changes in the nature or direction of the study that may be identified in Workshop No. 1 and/or the strategy session conducted in Subtask 5.2.
