HomeMy WebLinkAbout1994-097-06/21/1994-BICYCLE PATH CONNECTIONS COLORADO DEPT TRANSPORTATION FAUS FUNDS FEDERAL-AID URBAN SYSTEMS HICKORY A RESOLUTION 94-97 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE MAYOR TO EXECUTE AN INTERGOVERNMENTAL AGREEMENT WITHIN THE COLORADO DEPARTMENT OF TRANSPORTATION ALLOCATING $325, 100 OF THE CITY OF FORT COLLINS FEDERAL-AID URBAN SYSTEMS (FAUS) FUNDS AND SURFACE TRANSPORTATION (STP) FUNDS TO CONSTRUCT THE HICKORY AND REDWOOD BICYCLE PATH CONNECTIONS WHEREAS, on April 20, 1993, pursuant to Resolution 93-51, the Council authorized the execution of an Intergovernmental Agreement with the Colorado Department of Transportation (CDOT) to construct bicycle connection projects for the Redwood/Linden Bikeway and the Hickory Street to Poudre River Trail Bikeway; and WHEREAS, subsequent to the adoption of Resolution 93-51, the COOT has required multiple design changes, with the result that: ii nas becomes necessary to redesign the plans and project specifications and resubmit the same to the CDOT for review; and WHEREAS, the COOT has further changed responsibility for project management from the State to the City and has conducted extensive detailed plan reviews by all levels of COOT personnel , resulting in a delay for the final approval from the COOT on the project; and WHEREAS, during the multiple review process, the project design features and COOT construction requirements have resulted in the project cost increasing by the approximate amount of 28 percent; and WHEREAS, the Council has determined that it is in the best interests of the citizens of the City that the Mayor be authorized to enter into an intergovernmental agreement between the City and the COOT allocating the sum of. $325, 100, $316,660 of which shall be provided from FAUS funds and $8,440 from City local matching funds for indirect and nonparticipating project costs; and WHEREAS, Article III, Section 16, of the City Charter provides that the Council may enter into agreements with other governmental bodies for the performance of cooperative or joint activities. NOW; THEREFORE B& IT RESOLVER BY THE CITY COUNCIL OF THE CITY OF FORT COLLINS, COLORADO, that the Mayor be, and hereby is, authorized to enter into an intergovernmental agreement with the Colorado Department of Transportation allocating Three Hundred Twenty-five Thousand One Hundred Dollars ($325,100) of the City of Fort Collins Federal -Aid Urban Systems Funds and Surface Transportation Funds (including Eight Thousand Four Hundred Forty Dollars [$8,440] of local matching funds for indirect and nonfederal participating costs) to constructthe Hickory- and Redwood bicycle path connections_- Passed and adopted at a regular meeting of the 1 of the Cit of Fort Collins held this 21st day of June, A.D. 1994.
