OF THE COUNCIL OF THE CITY OF FORT COLLINS
ENDORSING A REGIONAL INITIATIVE TO PRESERVE
THE IDENTITY AND PHYSICAL SEPARATION BETWEEN
THE CITIES AND TOWNS OF NORTHERN COLORADO
WHEREAS, the City of Fort Collins and surrounding areas are experiencing
significant development and urban growth pressures; and
WHEREAS, the City Council is concerned about the preservation of community
identity and physical separation between existing cities and towns in the region;
and
WHEREAS, representatives from each of the northern Colorado communities
(Fort Collins, Loveland, Greeley, Berthoud, Windsor, Wellington, Evans and the
Counties of Weld and Larimer) have met and have agreed to initiate a regional
project designed to preserve community identity and physical separation; and
WHEREAS, the representatives believe that such a project must include a
review and inventory of growth management and land use policies,
intergovernmental agreements regarding land use, comparison of County zoning
district controls, and other elements as outlined in the proposed Work Plan,
attached as Exhibit "A"; and
WHEREAS, elected officials from the aforementioned communities have agreed
to cooperate in this regional initiative to preserve the distinct identities of
the communities, and have developed the Work Plan and related materials
accordingly; and
WHEREAS, approximately $75,000 will be required to refine and implement the
Work Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the City Council endorses this regional initiative, and agrees to consider,
at a later date, an appropriation request based upon a per-capita formula to help
support this project by equitably sharing the cost of the proposed Work Plan with
the other jurisdictions.
Passed and adopted at a regular meeting of the Coun of the City of Fort
Collins held this 7th day of June, A.D. 1994.

COLORADO NORTHERN TRIAN LEG OUP
GOAL
Plan for and manage growth in the Northern Colorado Triangle to provide separation of
developed areas,provide for retention of district identities of communities and assure desired
future land use for the enhancement of our area.
WORK PLAN
PHASE 1 - Complete an Inventory of Growth Management/Land Use Policies
Currently in practice which impact regional separation and community
Identity. Prepare maps which illustrate long-term growth projections,
and recommend opportunities for enhanced coordination among
tite communities.
Review Intergovernmental Agreements between the jurisdictions
relative to land use and growth management, Recommend
opportunities for further coordination.
Inventory and compare County zoning district controls.
Inventory and map available agricultural land within the region.
Examine and map infrastructure and natural resource
interconnections (utilities, special districts. Poudre River
floodwaylfloodplain, etc).
PHASE It - Complete a regional inventory of Natural Areas and Open Space
and prepare composite map and plan for preservation. Indicate
opportunities for regional cooperative preservation as appropriate.
Prioritize preservation plan for Natural Areas and Open Space to
maximize regional separation, and address degree of habitat
vulnerability.
Coordinate with Metropolitan Planning Organization (MPO)
regarding regional transportation planning issues,and incorporate
elements into broader discussion as appropriate.
PHASE III - Organize and coordinate planning and requirements for a multi-
city/county meeting designed to focus attention and formulate a
meaningful agenda relative to issues of regional planning, open space
acquisition and growth management.
