HomeMy WebLinkAbout1990-127-08/21/1990-CITY EMPLOYEES FINANCIAL POLICY TOTAL COMPENSATION RESOLUTION 90-127 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING A TOTAL COMPENSATION FINANCIAL POLICY FOR CITY EMPLOYEES WHEREAS, each year, the City of Fort Collins adopts a financial policy which guides the development of the pay and benefits received by City employees; and WHEREAS, the City of Fort Collins is committed to compensating employees in a manner which is fair, competitive and understandable; and WHEREAS, the City wishes to move from the current pay philosophy to a total compensation philosophy which takes into account both the salaries and benefits provided to employees; and WHEREAS, the City will annually review the appropriate labor market for survey positions by presenting total compensation calculations and assumptions to the Personnel Board which will in turn forward its recommendation to the City Council ; and WHEREAS, this total compensation plan will be implemented as a part of the 1991 budget process. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the following financial policy is adopted for inclusion in the 1991 Budget Financial Policies: Total Compensation Plan The City of Fort Collins' goal as an employer is to attract and retain quality employees and also to recognize and reward quality performance. In order to accomplish this goal , the City of Fort Collins has established a total compensation plan. Total compensation is defined as the sum of the salary paid and the City's cost for benefits which are provided to compensate an employee for work performed. The objective of the total compensation plan is to pay employees fairly, competitively and in a way that is understandable. To ensure that employees are paid in a manner that is both internally equitable and externally competitive , total compensation will be measured annually for every representative position within a pay family. Appropriate employers will be surveyed to determine fair and competitive compensation for comparable jobs. The policy of the City of Fort Collins is to compensate our employees better than seventy percent of comparable employers.
