HomeMy WebLinkAbout1990-126-08/21/1990-BOARDS OF COMMISSIONERS LARIMER COUNTY RECOMMENDATIONS RECYCLING OPTIONS SOLID WASTE RECOVERY RESOLUTION 90-126 OF THE COUNCIL OF THE CITY OF FORT COLLINS PROVIDING RECOMMENDATIONS ON SOLID WASTE RECOVERY AND RECYCLING OPTIONS TO THE BOARD OF COMMISSIONERS OF LARIMER COUNTY WHEREAS, the Council of the City of Fort Collins (City) has determined that it is in the best interest of the citizens of the City, in the protection of the public health, safety and welfare, to take action to promote the recycling of solid wastes for the purposes of enhancing the recovery of valuable natural resources and for the purpose of extending the life of the ' ,rimer County Landfill ; and WHEREAS, the citizens of the City have expressed overwhelming support for the development of resource recovery and recycling programs by the City; and WHEREAS, the Goals and Objectives of the City encourage the development of a solid waste material recovery and recycling program with the cooperation of City, County, and regional governments, private organizations and citizens; and WHEREAS, the City is co-owner of the Larimer County Landfill ; and WHEREAS, the Board of Commissioners of Larimer County (County) is evaluating alternative options for providing centralized facilities for the recovery and recycling of solid wastes at the Larimer County Landfill ; and WHEREAS, the Board of Commissioners of Larimer County is soliciting the recommendations of regional governments and citizens on solid waste recovery and recycling alternatives. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the City supports the provision of centralized solid waste recovery and recycling facilities at the Larimer County Landfill . Section 2. That the City encourages the County to develop an Intermediate Processing Center at the landfill to accept, separate, process, store, and market recyclable materials collected in curbside collection programs which would be implemented by the City and other regional entities. Analyses conducted by the City indicate that this alternative will achieve comparable levels of resource recovery at a lower cost than the alternative of a Material Recovery Facility. The City encourages the County to coordinate planning for the Intermediate Processing Center and associated curbside recycling programs throughout the County. Section 3. That, in order to better allow waste haulers the option of collecting commingled recyclable materials with the same equipment used to collect refuse, the City recommends that the design of the Intermediate Processing Facility allow the processing of commingled recyclable materials. Section 4. That the City recommends that the County also evaluate the feasibility and cost of developing a facility for composting yard wastes at the landfill . Such a facility could achieve additional substantial reductions in the volume of material entering the landfill and would be complementary to the operations of a curbside collection program. Section 5. That the City recommends that the County evaluate the feasibility of including a buy-back center in connection with the Intermediate Processing Center to allow individual citizens and organizations to participate directly in recycling programs. Section 6. That the City recommends that the County evaluate alternative fee structures for the Landfill and Intermediate Processing Center that will encourage participation in resource recovery and recycling programs by citizens and waste hauling businesses. Section 7. That the City recommends that the County evaluate contract options with prospective operators of the Intermediate Processing Center that would allow the County, the City, and participating local governments to share the revenues generated from the sale of recyclable materials collected at the Intermediate Processing Center. Such revenues should be used to fund ongoing public promotion and education programs to help ensure successful recycling programs.
