HomeMy WebLinkAbout1990-107-07/17/1990-GREENHORNE AND OMARA INC PROFESSIONAL ENGINEERING SPRING CREEK STUART STOVER CHANNELIZATION RESOLUTION 90- 107 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH GREENHORNE & O'MARA, INC. FOR PROFESSIONAL ENGINEERING SERVICES FOR THE STUART/STOVER CHANNELIZATION PROJECT WHEREAS, on September 20, 1988, the City Council adopted the Spring Creek Basin Master Drainageway Plan; and WHEREAS, the Spring Creek Basin Master Drainageway Plan identified Spring Creek between Stuart Street and Stover Street as requiring reconstruction and channelization; and WHEREAS, there exists the opportunity to construct a bikeway in conjunction with this project; and WHEREAS, the State has granted funds for the reconstruction of the Stover Street Bridge contained within this project; and WHEREAS, in March of 1990, the City issued a Request for Proposals for the above described services; and WHEREAS, the Selection Committee reviewed thirteen proposals, interviewed the top three firms and selected Greenhorne & O'Mara as the most qualified firm for this project; and WHEREAS, the design has been divided into two phases: Phase I, preliminary design of the entire project and final design of the Stover Bridge, bike underpass, and 500 feet of channel and bike trail ; Phase II final design of the remainder of the project to include the Stuart Bridge, bike underpass, and 1100 feet of channel and bike trail ; and WHEREAS, the fee for Phase I shall not exceed $106, 103; Phase II design services will be negotiated upon completion of Preliminary Design; and Engineering Services during construction for either or both phases is optional and negotiable; and WHEREAS, funds for Phase I have been budgeted and appropriated and are available in the Capital Projects Funds; and WHEREAS, Section 8-129 of the Code of the City of Fort Collins ("the Code") authorizes contracts for services of a professional , technical or consulting nature, the major result of which would yield to the City a report, a plan or a similar document upon approval of the City Manager after evaluation in accordance with the procedure for selection of professionals; and WHEREAS, the Purchasing Agent has determined that Professional Engineering Services for the Stuart/Stover Channelization Project comes with the purview of this Section of the Code; and WHEREAS, the City Manager has approved contracting for professional services for Stuart/Stover Channelization Project; and WHEREAS, Section 8-129 of the Code requires approval of the City Council for any professional services agreement in excess of $20,000. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the professional services agreement with Greenhorne & O'Mara, Inc. for the performance of Professional Engineering Services for the Stuart/Stover Project is hereby approved.
