OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING A PROFESSIONAL SERVICES
AGREEMENT WITH IMS INFRASTRUCTURE
MANAGEMENT SYSTEMS TO UPDATE
THE PAVEMENT MANAGEMENT SYSTEM
WHEREAS, in 1987 the City of Fort Collins solicited consultants for
the professional services required for the development of a comprehensive,
computerized Pavement Management Program; and
WHEREAS, after reviewing proposals and interviewing the top five
consultants for said professional services, the City selected IMS
Infrastructure Systems as the best qualified firm for this project; and
WHEREAS, the services provided by IMS included the development of a
street system inventory based on a laser road surface survey and Dynaflect
testing of the City's pavements; and
WHEREAS, the City wishes to insure the effectiveness of the Pavement
Management Program by periodically retesting pavements and updating this
street inventory; and
WHEREAS, staff has negotiated a time and reimbursable direct cost
agreement with IMS for a sum not to exceed Thirty-Five Thousand Dollars
($35,000) ; and
WHEREAS, funds have been budgeted and approved in the Street Overlay
and Sealcoat Capital budget for 1990; and
WHEREAS, Section 8-123 (a) (4) of the Code of the City of Fort Collins
authorizes the Purchasing Agent to negotiate the purchase of supplies and
services without utilizing a competitive bidding process where such process
does not appear to be practical , based on particular individual usage or
professional advice; and
WHEREAS, the Purchasing Agent has determined that this purchase is
within the purview of this exception to the competitive bidding
requirements of the City Code and Charter, has performed the necessary
search required by the Code and has submitted the requisite justification
to the City Manager for approval ; and
WHEREAS, the City Manager has reviewed and approved the justification
for this acquisition; and
WHEREAS, Section 8-123 required approval of this purchasing method by
the City Council for items costing more than Twenty Thousand Dollars
($20,000) prior to acquisition.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS, that the professional services agreement with IMS Infrastructure
Management Systems for retesting pavements and updating the Pavement
Management Program inventory for a sum. not to exceed Thirty-Five Thousand
Dollars ($35,000) is hereby approved.
Passed and adopted at a regular meeting of the City Council held this
17th day of July, A.D. 1990.
