HomeMy WebLinkAbout1990-103-07/03/1990-CACHE LA POUDRE RIVER IGA NATIONAL HERITAGE CORRIDOR NATIONAL PARK SERVICE RESOURCE ASSESSMENT RESOLUTION 90-103 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE EXECUTION OF AN INTERGOVERNMENTAL AGREEMENT WITH THE NATIONAL PARK SERVICE FOR A RESOURCE ASSESSMENT IN PREPARATION FOR NATIONAL HERITAGE CORRIDOR DESIGNATION OF THE LOWER PORTIONS OF THE CACHE LA POUDRE RIVER WHEREAS, the City of Fort Collins has undertaken a local initiative to set the stage for National Heritage Corridor designation of lower portions of the Cache La Poudre River; and WHEREAS, the Rocky Mountain Region of the National Park Service has indicated an interest in exploring its role as the federal partner in assisting local entities in the development of a National Heritage Corridor Plan; and WHEREAS, the National Park Service must undertake a Resource Assessment of the historic, cultural and environmental resources of the Poudre River Basin in order to determine its appropriate role as a federal partner in a National Heritage Corridor; and WHEREAS, an Intergovernmental Agreement (Task Directive) between the City of Fort Collins and the National Park Service is necessary to define the scope of work and the roles and responsibilities of each of the parties relating to the Preparation of the Resource Assessment; and WHEREAS, a coalition of Larimer County, Colorado State University, and the Northern Colorado Water Conservancy District has been formed to provide financial support, in the amount of $15,000, toward the undertaking of the Resource Assessment; and WHEREAS, Article II, Section 16 of the Charter of the City authorizes the Council , by Resolution, to enter into contracts with other governmental bodies for cooperative or joint activities. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Mayor be, and hereby is, authorized to execute an Intergovernmental Agreement with the National Park Service, which agreement shall define the duties of the parties in the preparation of a Resource Assessment of the historic, cultural and environmental resources of the Poudre River Basin. Such resource assessment shall be for the purpose of advance planning for National Heritage Corridor designation. Funding for the assessment shall be appropriated for such purpose in a total amount not to exceed $25,000, with contributions to be made by the City, Larimer County, Colorado State University, and the Northern Colorado Water Conservancy District. The City's contribution shall not exceed $10,000. Passed and adopted at a regular meeting of the Council of the City of Fort Collins held this 3rd day of July, A.D. 1990.a Mayor ATTEST: 0 City Clerk
