OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE MAYOR TO ENTER INTO AN
INTERGOVERNMENTAL AGREEMENT WITH PLATTE
RIVER POWER AUTHORITY TO ACQUIRE
TRAINING AND CONSULTING SERVICES FOR
THE QUALITY IMPROVEMENT PROCESS
WHEREAS, the City of Fort Collins strives to provide services of the
highest quality and value to the citizens of Fort Collins; and
WHEREAS, the City seeks to improve those services whenever possible
using additional training of City employees; and
WHEREAS, the City wishes to focus initial training in the Utility
Services area and Cultural , Library, and Recreational Services Area; and
WHEREAS, in October, 1989, the City issued a request for proposals for
on-going consulting and training services to achieve implementation of a
Quality Improvement Process to improve City services; and
WHEREAS, the selection committee reviewed twenty proposals,
interviewed seven companies, and selected Qualtec, Inc. as the most capable
company to assist in implementation of the Quality Improvement Process ; and
WHEREAS, the City and Platte River Power Authority ("PRPA") wish to
enter into a cooperative agreement to share the costs of consulting and
training; and
WHEREAS, Article II, Section 16 of the City Charter authorizes the
Council , by ordinance or resolution, to enter into contracts for
cooperative or joint activities with other governmental bodies; and
WHEREAS, the total fee for the initial training to be approved under
this Resolution shall not exceed One Hundred Eighty-five Thousand Dollars
($185,000) for the performance of such work; and
WHEREAS, the City's portion of that fee shall not exceed One Hundred
Thirty-six Thousand Dollars ($136,000) ; and
WHEREAS, the funds for this expenditure have been budgeted and
appropriated and are available in the General Fund and Utilities Funds; and
WHEREAS, the City Manager has approved this contract for professional
services; and
WHEREAS, §8-129 of the Code of the City of Fort Collins requires
approval of the City Council for any such contracts in excess of Twenty
Thousand Dollars ($20,000) ; and
WHEREAS, subsequent training which was included as part of the request
for proposals may later be authorized by the City in accordance with City
purchasing procedures without the necessity of additional requests for
proposals.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Mayor is hereby authorized to execute an intergovernmental
agreement among the City, Platte River Power Authority, and Qualtec, Inc.
for the procurement of training and consulting services for the Quality
Improvement Process, with the City's share of the costs for the initial
phase of such training not to exceed the sum of One Hundred Thirty-six
Thousand Dollars ($136,000) . Approval of additional phases of training as
referenced in the request for proposals and contract will be in accordance
with the City's purchasing procedures without the necessity of additional
requests for proposals.
Passed and adopted at a regular meeting of the Council of the City of
