HomeMy WebLinkAbout1994-205-12/06/1994-APPOINTMENT PROCESS CITIZEN ADVISORY PANEL CITY MANAGER COMMITTEE COUNCIL LIAISON COMMITTEE EXECUTIV RESOLUTION 94-205 OF THE COUNCIL OF THE CITY OF FORT COLLINS ESTABLISHING A PROCESS FOR APPOINTING THE CITY MANAGER WHEREAS, the appointment of a City Manager is one of the most important tasks that the City Council undertakes; and WHEREAS, to conduct an effective search, the City Council must use all sources of information that are available to it, including the citizens of Fort Collins and staff members; and WHEREAS, the process of recruiting candidates of the highest calibre requires an extensive national search; and WHEREAS, it is Council 's desire to publicly set forth the process by which a City Manager will be appointed. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the following process shall be used for appointing a City Manager: 1. The Council will use the services of an executive search firm to conduct the process. The role of the search firm will include: a. Assist in the recruitment of high quality candidates; b. Provide assistance to the Council in developing a detailed job description for the City Manager position, using input from the Council , the community and the staff; C. Screen applicants and provide information to the Council or a Council Committee regarding the qualifications of semi-final candidates and assist in selecting the final candidates; and d. Provide assistance to the Council during the interview, selection and negotiation process, as requested. 2. The City Council will use two Council Committees during the process. The roles of the committees will include the following: a. The ad hoc Executive Search Firm Committee will be responsible for interviewing and recommending for selection an executive search firm. The recommendation of the Committee will be based upon the results of the interviews conducted as a part of and in compliance with the City's purchasing procedures; b. The ad hoc Executive Search Firm Committee will act as a liaison between the Council and the search firm throughout the process; C. An ad hoc Council Liaison Committee will be established to interview and recommend citizen volunteers who apply to be a part of the Citizen Advisory Panel ; and d. The ad hoc Council Liaison Committee will act as a liaison between the Council and the Citizen Advisory Panel throughout the process. 3. The Mayor will coordinate the activities of the two (2) Council Committees, in consultation with the City's Human Resources Department, to help facilitate the overall selection process. 4. Council will establish a thirteen (13) member Citizen Advisory Panel for the search process. The committee's role will include the following: a. Provide a community perspective regarding information to be used in the development of the position profile; and b. Conduct panel interviews with the final candidates and provide feedback to City Council on the strengths and weaknesses of each candidate. 5. A committee of City staff members will participate throughout the process including the following activities: a. Provide information in the development of the position profile; b. Participate in the interview process with final candidates, including providing feedback to City Council on the strengths and weaknesses of each candidate; and C. Provide information and community tours to candidates. 6. Applications will be received and screened by the executive search firm. 7. The City Council will conduct interviews with all final candidates. The Council will make its final selection based on information gathered by the search firm, the Citizen Advisory Panel , staffinembers and members of the Council .
