OF THE COUNCIL OF THE CITY OF FORT COLLINS
ESTABLISHING
DIRECTION FOR ENERGY EFFICIENCY ACTIVITIES
BY THE CITY OF FORT COLLINS
WHEREAS, the Council of the City of Fort Collins ("the Council ") has
acknowledged the need to address a comprehensive energy policy pursuant to the
Council 's Work Program goals; and
WHEREAS, the Council recognizes that because future energy supplies cannot
be predicted with certainty, implementing energy efficiency strategies now will
reduce future vulnerability to price increases and shortages; and
WHEREAS, multi modal transportation development will continue as a keystone
to long-term energy efficient transportation in the City of Fort Collins ("the
City") ; and
WHEREAS, the Council desires to establish policies, guidelines and criteria
to guide future development of City departments' energy efficiency projects and
boards' and commissions' work plans; and
WHEREAS, the Council believes that the local community should be a source
of energy efficiency ac`ivities with local government providing the necessary
leadership in managing energy demand; and
WHEREAS, work plans addressing a comprehensive energy policy will
necessitate balancing a variety of economic, environmental , health, safety,
comfort and convenience concerns; and
WHEREAS, the Council believes that energy efficiency practices and
expenditures should be viewed as an investment to obtain future financial
benefits in areas such as direct energy costs, competitiveness and job creation;
and
WHEREAS, future benefits also include, but are not limited to, reducing
global warming, reducing acid rain, minimizing the use of natural resources,
reducing dependence on foreign oil and promoting use of alternative fuels; and
WHEREAS, the citizen-initiated "Middle East Peace Resolution, " approved at
the April 2, 1991 election, states in part, "WE THE PEOPLE of Fort Collins. . .
urge that our government help reduce our dependence on foreign oil by legislation
to begin a comprehensive energy conservation policy and to further support the
development of renewable energy sources. "
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
as follows:
Section 1 . That the City administration is hereby directed to use the
following policies to guide its efforts in developing energy conservation-related
work plans:
(a) As a user of energy, the City will utilize the latest
available, proven technologies in developing strategies to
provide energy-efficient and cost effective heating, cooling,
lighting and hot water services to buildings owned and leased
by the City for municipal purposes. Technologies utilizing
alternative fuels for transportation will be evaluated and
promoted in order to provide energy efficient transportation
via City vehicles.
(b) As a supplier of electrical energy, the City has the
responsibility to provide for the electrical needs of its
customers and also to encourage wise, efficient and
conservative use of electricity. Accordingly, rates must be
designed to be non-discriminatory and to cover cost of
service, as well as providing, to the extent authorized by
law, pricing structures that encourage use patterns that will
conserve energy and result in the most efficient and
economical use of the electric supply system.
(c) As a community leader, the City will evaluate reduction of the
demand and usage of fossil fuels through its role as educator,
promoter and regulator. Accordingly, energy-related work
plans will address: (i ) identification of total energy usage
by fuel type and by end usage type; (ii ) development and
adoption of measurable energy demand management goals; (iii )
identification and prioritization of demand management
opportunities in the areas of education, promotion and
regulation; and (iv) implementation of selected demand
management strategies.
Section 2. That future work plans will identify specific, measurable
energy conservation objectives whenever possible. Such future work plans shall
also attempt to identify the appropriate level and method of City involvement in
each such specific objective.
Section 3. That all affected boards and commissions (including, but not
limited to, the Transportation Board, Air Quality Task Force, Planning and Zoning
Board, Natural Resources Board, Electric Board and Building Review Board) shall
advise the Council of any impacts that the foregoing energy policies may have on
the work plans submitted by each board or commission to Council and shall advise
the Council as to how such work plans shall address said energy policies.
Section 4. That the Environmental Report to the Community called for in
the Framework for Environmental Action shall contain a section describing past
accomplishments and future plans of the City on energy efficiency.
Passed and adopted at a regular meeting of the Council of the City of Fort
Collins held this 18th day of August, A.D. 1992.
