OF THE COUNCIL OF THE CITY OF FORT COLLINS
PROVIDING DIRECTION ON THE COUNCIL WORK PLAN
ITEM RELATED TO THE COST OF GROWTH AND DEVELOPMENT
WHEREAS, the City Council has established certain goals and has also
adopted a Council work plan; and
WHEREAS, a work session was held by the City Council on February 11, 1992,
to discuss the Council 's work plan item related to the cost of growth and
development; and
WHEREAS, in order to pursue this work plan item, Council believes that it
would be helpful to gain a better understanding of various community issues
related to the cost of growth; and
WHEREAS, the first step in assessing the cost of growth is to determine the
site specific cost of development; and
WHEREAS, input from affected members of the community would facilitate this
process.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
as follows:
Section 1 . That the City Manager is hereby directed to develop and
implement a detailed work plan dealing with the cost of growth and development.
Section 2. That the process used by the City Manager in this work plan
should involve all affected and interested parties, including developers,
neighborhood representatives, realtors, home builders, representatives of other
affected businesses, representatives of other governmental entities and the
general public.
Section 3. That the work plan developed and implemented by the City
Manager should address the following issues:
a. the interrelationship of various policies of the City which
deal with growth and development;
b. whether the various development fees imposed by the City are
consistent with existing City policies and advance related
objectives and whether new policy direction is recommended;
C. whether the cost of new development is being adequately
recovered through the imposition of existing development fees
or whether additional fees are needed to fully reimburse the
City for the public cost of development; and
d. whether the economic indicators utilized by the City are
adequate to fully evaluate the health of the City's economy
and the impacts of growth and development.
Section 4. That a case study should be developed to (a) demonstrate the
relationship between existing and proposed development fees and existing City
policies and (b) show whether the various fees that are imposed upon new
development are consistent with those policies.
Passed and adopted at a regular meeting of the Council of the City of fort
Collins held this 17th day of March, A.D. 1992.
