OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE MAYOR TO ENTER INTO AN
INTERGOVERNMENTAL AGREEMENT PERTAINING TO
AN ENHANCED 911 EMERGENCY TELEPHONE SYSTEM
WHEREAS, the City Council is empowered under Article II, Section 5 of
the Charter, to provide police services and fire suppression and prevention
services for the protection of the citizens of Fort Collins; and
WHEREAS, the Council , through the Mayor, is empowered under Article
II , Section 16 of the Charter to enter into contracts with other
governmental bodies to cooperatively furnish governmental services; and
WHEREAS, the City presently provides emergency telephone dispatch
services for the City of Fort Collins and certain portions of Larimer
County, Colorado, for police, fire and other emergency services; and
WHEREAS, in the judgment of the Chief of Police and the City Manager,
the quality of those emergency dispatch services may be substantially
improved through the implementation of an Enhanced 911 Emergency Telephone
System ("E-911") ; and
WHEREAS, the funding for such dispatch services, which is presently
borne solely by the City, could, through the implementation of E-911, be
obtained from all telephone users within Larimer County, Colorado, by way
of an additional charge to be included within the monthly telephone bill of
such users, not to exceed Fifty Cents ($.50) per telephone line per month;
and
WHEREAS, the City is authorized, under the provisions of Section
29-I1-104, C.R.S. , to contract and cooperate with other political
subdivisions for the administration of emergency telephone services
provided by law; and
WHEREAS, such an agreement signed by all governmental agencies within
Larimer County, Colorado, is necessary and desirable in order to fairly
apportion the cost of providing such service.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Mayor be, and he hereby is, authorized to enter into an
intergovernmental agreement with the seventeen (17) other governmental
entities within Larimer County, Colorado, on terms acceptable to the City
Manager, for the purpose of investigating the feasibility of implementing
an Enhanced 911 Emergency Telephone System for the City of Fort Collins and
Larimer County, Colorado, subject to final adoption of an ordinance
authorizing Mountain Bell to collect the necessary additional charge on
each monthly phone bill in the City of Fort Collins.
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 19th day of January, A.O. 1988
