OF THE COUNCIL OF THE CITY OF FORT COLLINS
ADOPTING THE ARTICLES OF ASSOCIATION OF
THE NORTH FRONT RANGE WATER QUALITY PLANNING ASSOCIATION
WHEREAS, in April , 1987, the governing board of the Larimer-Weld
Regional Council of Governments (the COG) voted to disband that
organization effective October 1 , 1987; and
WHEREAS, the regional water quality planning function of the COG,
authorized under Section 208 of the Federal Clean Water Act, would revert
to the State of Colorado unless another planning agency is formed and
designated by the Governor as the planning agency for the area; and
WHEREAS, Larimer County, Weld County and various municipalities and
special districts in said counties have banded together to negotiate for
the formation of a new regional water quality planning association; and
WHEREAS, as a result of said negotiations, Articles of Association
have been prepared for the formation of the North Front Range Water Quality
Planning Association; and
WHEREAS, the Articles of Association have been negotiated among the
parties outlining, among other things, the purposes of the Association and
the membership structure, and serving as the bylaws of the Association; and
WHEREAS, the Council does hereby find that it is in the best interests
of the citizens of the City that the Articles of Association of the North
Front Range Water Quality Planning Association be adopted and ratified, and
that the City of Fort Collins become a member of the Association.
NOW, THEREFORE, be it resolved by the Council of the City of Fort
Collins that the Articles of Association of the North Front Range Water
Quality Planning Association are hereby adopted and ratified, and that the
Mayor and City Manager be and they hereby are authorized to execute said
Articles and such other documents as are necessary to establish membership
by the City in said Association.
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 21st day of July, A.D. 1987.
