OF THE COUNCIL OF THE CITY OF FORT COLLINS
ESTABLISHING A POLICY REGARDING PUBLIC HEARINGS
WHICH CONFORMS TO FEDERAL TRANSIT ADMINISTRATION (FTA)
REQUIREMENTS FOR FARE AND SERVICE CHANGES
WHEREAS, Transfort receives funding through the Federal Transit
Administration (FTA) ; and
WHEREAS, FTA has a policy concerning public hearings, which Transfort
wishes to adopt and follow.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the following public hearing policy is hereby adopted and shall be followed
by Transfort:
It is the policy of the City of Fort Collins to afford an opportunity for
interested parties to comment on proposed transit services as follows:
1 . A public hearing shall be conducted for the following fare or
service changes:
1 . 1 Any change in any fare, with the exception of short-term
reduced or free-fare promotions;
1 .2 Any change in service which directly affects twenty-five
(25) percent or more of the number of transit route
miles of any route, or twenty-five (25) percent or more
of the number of transit revenue vehicle miles of a
route computed on a daily basis for the day of the week
for which the change is made;
1.3 A new transit route is established; or
1 .4 If a number of changes on a route, in any calendar year,
add up to the percentage in paragraph 1 .2 above, a
hearing must be held prior to the last change.
2. Exceptions to the public hearing requirement include the
following:
2. 1 Headway adjustments of up to five (5) minutes during
peak hour service; and up to fifteen (15) minutes during
non-peak hour service;
2.2 Emergency service changes which are instituted for one
hundred eighty (180) days or less; or
2.3 Experimental service changes which are instituted for
one hundred eighty (180) days or less.
Passed and adopted at a regular meeting of the Council of the City of Fort
Collins held this 21st day of January, A.D. 1992.
