OF THE COUNCIL OF THE CITY OF FORT COLLINS
STATING SUPPORT FOR THE CONCEPT OF TAKING CERTAIN FUTURE
ACTIONS TO FACILITATE THE DEVELOPMENT
OF A TOURISM WELCOME CENTER
WHEREAS, the City Council believes tourism promotion to be an important
element of the City's economic development strategy; and
WHEREAS, the City has contracted with the Fort Collins Convention &
Visitors Bureau for the purpose of promoting the City for tourism and convention
activity; and
WHEREAS, the Convention & Visitors Bureau is collaborating with Colorado
State University, the Colorado State Tourism Board and the private sector on the
development of a "northern entry Colorado Tourism Visitors Welcome Center" (the
"Welcome Center") ; and
WHEREAS, the development of the Welcome Center would require certain future
actions by the City Council , including the approval of an exchange of real
pr, )erty with Colorado State University and the commitment to the Welcome Center
of a portion of future Lodging Tax revenue; and
WHEREAS, City Council believes that the City's participation in the
development of the Welcome Center would be in the best interests of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the following actions should be pursued by the City in order to facilitate
the development of the Welcome Center and that ordinances formally approving the
same should be presented to the Council for its consideration at such time as is
deemed appropriate by the City Manager:
1 . A land transaction with Colorado State University which includes the
exchange of approximately twenty-five (25) acres of the City' s Resource Recovery
Farm located at the southwest corner of the intersection of Interstate 25 and
Prospect Road, for a currently undetermined portion of Colorado State
University's Rigden Farm, located south of the City' s Wastewater Treatment Plant
No. 2, along Drake Road.
2. The commitment from Lodging Tax revenues of the sum of Fifteen
Thousand Dollars ($15,000) per year, for a period of fifteen (15) years, for the
purpose of offsetting a portion of the debt service involved in the construction
of the Welcome Center.
Passed and adopted at a regular meeting of the Council of the City of fort
Collins held this 21st day of July, A.D. 1992.
