OF THE COUNCIL OF THE CITY OF FORT COLLINS
ADOPTING THE "KEY FINDINGS" AND RECOMMENDATIONS OF THE
NORTHEAST AREA TRANSPORTATION STUDY CITIZEN'S ADVISORY
COMMITTEE AS A PART OF THE COMPREHENSIVE PLAN OF THE CITY
WHEREAS, in December 1991 , the City Council commissioned the Northeast Area
Transportation Study and established a Citizen's Advisory Committee (the
"Committee") to examine transportation issues in the northeast area of the City;
and
WHEREAS, with the assistance of a professional consultant, the City staff
and various boards and commissions of the City, the Committee has developed five
"key findings" which constitute recommendations to the City Council for
incorporation into the City' s Comprehensive Plan; and
WHEREAS, the Council has examined the "key findings" and recommendations of
the Committee and has determined that they should be incorporated into the
Comprehensive Plan of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the "key findings" and recommendations of the Northeast Area Transportation
Study Citizen's Advisory Committee be, and the same hereby are, adopted for
incorporation into the City's Comprehensive Plan, which "key findings" and
recommendations are more particularly identified as follows:
• Bikeway Plan. Attached hereto as Exhibit "A. "
• Auto Plan. Attached hereto as Exhibit "B, " which auto plan shall
supersede and replace the existing street system as identified in
the City' s Master Street Plan.
• Pedestrian Plan. Attached hereto as Exhibit "C. "
• Transit Plan. Attached hereto as Exhibit "D. "
• Northeast Arterial Plan. Attached hereto as Exhibit "E. "
Passed and adopted at a regular meeting of the Council of the City of Fort
Collins held this 15th day of December, A.D. 1992.

NORTHEAST AREA TRANSPORTATION PLAN
Bicycle Plan
The CAC recommends the following to the City Council :
The attached Bicycle Plan developed by the CAC should be implemented. The
system emphasizes on-street bike lanes on all collectors and arterials,
and a system of paths along selected irrigation ditches. An off-street
bicycle facility should also be developed parallel and east of N. College
as opposed to building on-street lanes on N. College.
The primary implementation strategy should be:
All new streets built according to the City typical sections that
require on-street bike lanes on all collectors and arterials.
Addition of on-street bike lanes on collectors and arterials to
existing facilities at the time of upgrading or resurfacing. This
will require cooperation between the City, the County, and CDOT.
Provision of critical links by the City through the Capital
Improvements Program.
Aggressively pursue legal arrangements and construct a system of
off-street paths along irrigation ditches as City-funded projects.

NORTHEAST AREA TRANSPORTATION PLAN
Auto Plan
The CAC recommends the following to the City Council :
The attached Recommended Street Plan map should be implemented for the
northeast quadrant. Collectors are not shown on the map. Collectors
should be provided according to existing Fort Collins standards.
Locations should be determined at the time of development.
Develop a new City Street Standard Classification for minor arterials.
New/expanded facilities to be added as needed:
New facility, four lane
Timberline Extension, Mulberry to E. County Road 50
New facility, two lane
Conifer Street Extension, Lemay to County Road 9E
County Road 11 Extension, Vine to E. County Road 50
County Road 9 Extension, Mulberry to E. County Road 50
Collectors - Location to be determined at the time of site
development
Existing facility, expand from two lanes to four lanes
Vine, Lemay to I-25 Frontage Road
Mountain Vista Drive, County Road 9E to I-25
N. College. Improve to standard 4 lane facility from
Jefferson to LaPorte Bypass
North College
It is recommended that the City consider the following
actions: to improve corridor transportation for all modes; to
promote economic development; and, to improve the appearance
of the corridor.
Pursue rebuilding N. College between Riverside and the LaPorte
Bypass. Design details should be developed in cooperation
with area business interests and other interested groups.
Perform and implement the results of an "Access Management
Study" . The study should locate median left turn lanes. It
should also address combining of existing accesses to improve
traffic flow, while at the same time, permitting adequate
access to businesses.
Pursue funding opportunities through all sources including the
Colorado Department of Transportation in order to complete the
above studies and improvements within a 5-year time frame.
Devise special redevelopment standards for N. College and E.
Mulberry that acknowledge existing lot size, drainage, and
access requirements in these two areas.

NORTHEAST AREA TRANSPORTATION PLAN
Pedestrian Plan
As the northeast area becomes increasingly developed, decreasing trip distances
will make walking instead of driving more feasible. In addition, the character
of the area will change from the existing rural , low density area to a character
more like the other sections of the City of fort Collins.
The CAC recommends the following to the City Council :
Provision of sidewalks on both sides of all arterial and collector
streets. On new streets, sidewalks should be built according to the
existing City standard cross sections. In retro-fitting existing streets,
the location of sidewalks should adapt to existing conditions, including
minimizing removal of mature trees.
Adherence to existing City policy on provision of sidewalks in residential
areas.
The primary implementation strategy should be:
All new streets built according to the City typical sections that
require sidewalks.
Addition of sidewalks on existing facilities at the time of
upgrading or resurfacing. This will require cooperation between the
City, the County, and COOT.
Provision of critical sidewalk links by the City through the Capital
Improvements Program.

Transit Plan
It is recommended that the City Council consider the following actions:
Enter into an intergovernmental agreement with Larimer County to allow the
City of Fort Collins to operate in unincorporated areas.
Establish demand responsive service in the northeast area to allow
residents to access the existing fixed route system.
In future years as the northeast area becomes more developed, consider
expansion of the fixed route system into the northeast area commensurate
with the needs of the entire Fort Collins area. The emphasis of the
system in the northeast area should be in providing transit service for
work trips to the developing employment districts in the northeast area.

NORTHEAST AREA TRANSPORTATION PLAN
Northeast Arterial Plan
Build Alternative 1 (see attached map - Riverside/Jefferson upgrades and
Lemay realignment) which is anticipated to adequately serve traffic needs
in the Riverside/Jefferson corridor to about the year 2000.
Immediately begin studies to determine a specific alignment and acquire
right-of-way as soon as possible for a transportation corridor somewhere
between Douglas Road and Owl Canyon to serve transportation needs after
the year 2000.
