OF THE COUNCIL OF THE CITY OF FORT COLLINS
DEFINING THE BOUNDARIES OF DISTRICT NO. 4 FOR THE
PURPOSE OF FILLING THE COUNCIL VACANCY CREATED
BY THE DEATH OF COUNCILMEMBER CATHY FROMME
WHEREAS, on November 6, 1990, the electorate of the City approved an
amendment to the City Charter which divided the City into six districts, with
each district to be represented by a district councilmember; and
WHEREAS, in April of 1991, Councilmember Cathy Fromme was elected to serve
as the first representative of the newly-created District 4; and
WHEREAS, Councilmember Fromme ably served the members of District 4 and the
citizens of the City until her untimely death on November 16, 1992; and
WHEREAS, the death of Councilmember Fromme has created a vacancy on the
City Council which, pursuant to the provisions of Article II, Section 18, of the
City Charter, must be filled within 45 days by appointment of the Council until
the next regular election, when the vacancy will be filled by the electors for
the remainder of Councilmember Fromme's term; and
WHEREAS, Article II, Section 18, of the City Charter further provides that
any person appointed or elected to fill such vacancy shall be from the same
district as Councilmember Fromme; and
WHEREAS, the boundaries of District No. 4 have been changed since the date
of election of Councilmember Fromme by the adoption of Ordinance No. 90, 1992;
and
WHEREAS, the change in district boundaries resulting from the adoption of
Ordinance No. 90, 1992, is to be in effect for the April 6, 1993 regular City
election; and
WHEREAS, the Council wishes to clarify the boundaries of District No. 4 to
be utilized for the purposes of appointing and electing Councilmember Fromme's
successor in office.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
as follows:
Section 1. That for the purposes of the Council 's appointment of a new
councilmember to serve until the next regular City election, the boundaries of
District No. 4 shall be considered to be those boundaries in place as of the date
of election of Councilmember Fromme, with the addition of any properties
subsequently annexed into the City which is adjacent to said District No. 4.
Section 2. That for the purposes of the April 6, 1993 election of a
councilmember to serve for the remainder of Councilmember Fromme's term of
office, the boundaries of District No. 4 shall be considered to be those
boundaries as established by the adoption of Ordinance No. 90, 1992.
Passed and adopted at a regular meeting of the Council of the City of Fort
Collins held this 15th day of December, A.D. 1992.
