HomeMy WebLinkAbout1992-185-12/15/1992-AGREEMENT CUSTOMER INFORMATION SYSTEM EXCEPTION COMPETITIVE BID STONE AND WEBSTER MANAGEMENT UPGRADE RESOLUTION 92- 185 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING AN EXCEPTION TO THE COMPETITIVE PROCUREMENT PROCESS AND AUTHORIZING THE PURCHASING AGENT TO ENTER INTO AN AGREEMENT WITH STONE AND WEBSTER MANAGEMENT CONSULTANTS FOR THE PURPOSE OF ASSISTING WITH UPGRADES AND ENHANCEMENTS TO THE CUSTOMER INFORMATION SYSTEM (CIS) WHEREAS, Stone and Webster Management Consultants ("Stone and Webster") was selected in 1987 through the City's competitive procurement process to help the City implement the Customer Information System and has been involved in this project periodically from that time; and WHEREAS, Section 8-160(d) (1) (b) of the Code of the City Fort Collins authorizes the Purchasing Agent to negotiate the purchase of supplies or services without utilizing a competitive procurement process where the Purchasing Agent determines that although there exists more than one responsible source, a competitive process cannot reasonably be used or, if used, will result in a substantially higher cost to the City, will otherwise injure the City's financial interest or will substantially impede the City's administrative functions or the delivery of services to the public; and WHEREAS, Section 8-160(d) (1) (c) of the Code of the City of Fort Collins authorizes the Purchasing Agent to negotiate the purchase of supplies and services without utilizing a competitive bidding process where the Purchasing Agent determines that a particular material or service is required to maintain interchangeability or compatibility as part of an existing integrated system; and WHEREAS, the Purchasing Agent has submitted to the City Manager for approval his determination that this procurement meets the requirements of Sections 8-160(d) (1) (b) and (c) of the Code of the City; and WHEREAS, the City Manager has reviewed and approved the Purchasing Agent's determination that this procurement should be made without use of the City's competitive procurement process; and WHEREAS, procuring the services of Stone and Webster without use of the City's competitive procurement process will allow the City to avoid substantial impediments to the City's administrative functions and the delivery of services to the public and will allow the City to maintain interchangeability and compatibility of its Customer Information System; and WHEREAS, Section 8-160(d) (3) of the Code requires approval of this procurement method by the City Council for items costing more than $50,000. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the acquisition of services and materials from Stone and Webster for upgrades and enhancements to the City's Customer Information System in the amount of Eighty-four Thousand Dollars ($84,000) , plus expenses not to exceed Fourteen Thousand Two Hundred Eighty Dollars ($14,280) , without the use of the City' s competitive procurement process, is hereby approved. Passed and adopted at a regular meeting of the Council of the City of Fort Collins held this 15th day of December, A.D. 1992. Mayor ATTEST: City Clerk
