HomeMy WebLinkAbout1988-175-11/01/1988-AMENDMENT 6 ENCOURAGING DEFEAT GENERAL ELECTION NOVEMBER 1988 RESOLUTION 88-175 OF THE COUNCIL OF THE CITY OF FORT COLLINS ENCOURAGING THE DEFEAT OF PROPOSED AMENDMENT 6 AT THE GENERAL ELECTION OF NOVEMBER 8, 1988 WHEREAS, a proposed amendment to the Colorado Constitution, known as Amendment 6 (the "Amendment") , has been placed on the ballot for the upcoming General Election on November 8, 1988; and WHEREAS, the provisions of the Amendment are unclear and subject to various interpretations; and WHEREAS, the foreseeable impacts of the Amendment would be to severely reduce funding for City services, to repeal funding and policy decisions previously adopted by the City Council , and to restrict future Council decisions; and WHEREAS, the Amendment would prohibit the City from using debt financing even when approved by a majority of the citizens, unless that majority equals two-thirds or more; and WHEREAS, the Amendment would prohibit the City from increasing any existing licenses, permits and fees or instituting any new ones, unless approved by a majority vote at a General Election; and WHEREAS, the reductions in state revenues proposed by the Amendment would cause drastic reductions in essential services to communities; and WHEREAS, the Amendment proposes an impractical , inflexible, and unreasonable system of restrictions on policy makers' decision making authority throughout Colorado; and WHEREAS, adoption of the Amendment would reduce the City Council 's ability to respond to the needs of the citizens of Fort Collins. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: 1) That the City Council does not support passage of the Amendment. 2) That citizens are encouraged to become informed about the Amendment and its potential impacts; and 3) That citizens are encouraged to vote against Amendment 6 on November 8.
